- The Cheyenne River Sioux Tribe (CRST) is soliciting proposals from qualified firms to provide Construction Management At-Risk services for preconstruction and construction management services for construction of the proposed Cheyenne River Health Center (CRHC) within a guaranteed maximum price. The CRHC will be a 138,500 square foot outpatient health center located within the Cheyenne River Indian Reservation near the community of Eagle Butte, SD. The completed facility will host a broad range of inpatient and outpatient medical services and support functions, including but not limited to; primary care, eye care, dental care, diagnostic imaging, laboratory, pharmacy, physical therapy, behavioral health, and support services. The estimated construction cost for the facility is between $35 and $40 million, including construction management fees. Subject to agreement on a guaranteed maximum price, a fixed-price contract for preconstruction and construction management services is expected to be awarded to the highest rated proposal. Qualified firms interested in participating in this project must submit a proposal in accordance with the Request for Proposals and Contract Requirements for Construction Management Services, Cheyenne River Health Center. The proposals will be evaluated based on the following criteria: 1) Firm’s construction management experience as Construction Manager-At Risk; 2) Construction management experience and professional qualifications of firm’s proposed key jobsite staff; 3) Firm’s construction experience in the last five years on projects of similar size health centers, hospitals, and other health care facilities; 4) Management plan; 5) Cost control and critical path scheduling procedures; and 6) Construction management or contracting experience with Indian Organizations. Additional consideration may be given to qualified Indian/Alaska Native-owned firms in accordance with CRST procurement policy. SPECIAL NOTICE: This procurement and subsequent contract award will be conducted by the CRST, and administered under its procurement policy. Federal Acquisition Regulations are not applicable to this announcement. Preconstruction and construction management services will be performed under a contract with the CRST at a firm-fixed price. The CRST reserves the right to reject any and/or all proposals. Proposals must be received not later than 3:00 pm, June 30, 2008.
