- Notice of Intent to award a single source requirement for a consultant on the U.S. Fish and Wildlife Lower Snake River Compensation Office's Fish team. Herb Pollard, Fisheries Biologist is the most qualified individual to accomplish a professional services contract to perform the work described in FWS/LSRCP hatchery Review Team Member. Mr. Pollard is the only person we know of who: 1) participated in the development of the Lower Snake River Compensation Plan program as an employee of the Idaho Department of Fish and Game in both the Clearwater and Salmon River Basins; 2) has personally reviewed, and consulted with the states of Idaho, Washington, Oregon the Nez Perce Tribe, Shoshone-Bannock Tribe, and Confederated tribes of the Umatilla Indian Reservation to improve Hatchery and Genetic Management Plans for LSRCP facilities; 3) as an employee of the National Maine Fisheries Service was responsible for writing Biological Assessments and Biological Opinions regarding the impact of these hatchery programs on ESA listed salmon and steelhead in the Snake Basin and; 4) who is knowledgeable of the Northwest Planning and Conservation Council's Artificial Propagation Review and Evaluation program.
