- The U.S. Department of Energy (DOE), National Energy TechnologyLaboratory (NETL), is conducting a Market Survey to identify small businesses, small disadvantaged businesses and 8(a) certified businesses capable of providing on-site Program Performance Management Support for NETL. THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and NO CONTRACT will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The information gathered from this sources sought notice will be utilized in the Government's determination on contract and business type utilized in the solicitation. The magnitude of this effort is expected to be $18,000,000 or more per year. The North American Industrial Classification System (NAICS) code for this effort is 541614 with a size standard of $6.5 million. The NAICS is provided for use by businesses in determining their appropriate business size in response to this sources sought notice. For further information on business size definitions please refer to the Small Business Administration's web site at http://www.sba.gov/services/contractingopportunities/sizestandardstopics/indexgu ide/index.html The National Energy Technology Laboratory is owned and operated by the U.S. Department of Energy (DOE). As the only DOE national laboratory dedicated specifically to fossil energy research, NETLs efforts are focused on resolving the environmental, supply, and reliability constraints of producing and using Americas fossil fuel resources. NETL is a single organization supported by facilities in Albany, OR; Fairbanks, AK; Morgantown, WV; Pittsburgh, PA; and Tulsa, OK. The laboratorys activities are primarily funded through DOEs Office of Fossil Energy, but NETL also conducts work for other DOE offices and federal agencies. Significant work is sponsored by the DOE Office of Energy Efficiency and Renewable Energy (EERE) and the Office of Electricity Delivery and Energy Reliability (OE). To accomplish the laboratorys mission, NETL draws on 1,200 federal and support-contractor employees to implement and manage a broad spectrum of research programs; approximately half are Federal employees and half are site support contractors. NETL conducts more than 1,800 onsite and contracted activities in the United States and in more than 40 foreign countries. Anticipated work assignments for this service contract would support activities primarily at the Morgantown and Pittsburgh sites, requiring on-site presence at both sites and potential travel to other locations. This work would focus on planning and execution of program initiatives under the direction of the NETL office that supports the sponsoring organization. Program initiatives are national in scope and emphasize partnerships with private industry, academia, state governments, and other governmental stakeholders to create commercially-viable technological solutions to national energy and environmental problems. The work requires the application of a mix of technical expertise in scientific and engineering disciplines appropriate for the range of programs, program and portfolio management expertise to effectively execute program-related activities, and expertise to effectively manage program information and performance, including interfaces with DOE headquarters and other sponsoring organizations. The following table delineates the current range of program areas supported by the NETL offices, which include subprogram portfolios totaling more than 1,500 individual projects. Anticipated work is in support of: 1. Annual and multi-year program and budget planning documentation, 2. Portfolio analysis and technology transfer/deployment, 3. Program outreach, communications and documentation, including workshops, conferences, topical colloquia and related information/knowledge management, 4. Program reviews and performance assessments, measurement and defense, 5. Program analysis, e.g. technology state-of-the-art, market trends, legislative and regulatory assessments, and techno economic analyses, and 6. Program processes, practices and procedures - interface with HQ requirements. With specific emphasis placed on the six functional areas delineated above, interested small business concerns should provide a brief description of the following information: 1. Capabilities and demonstrated past experiences in support of organizations responsible for the planning, execution and management of research, development, demonstration, and deployment programs that are characteristic of the DOE FE, EERE and OE programs. 2. Organizations management practices and knowledge base as may be applied to activities that are characteristic of the strategic management systems employed by the DOE FE, EERE and OE programs. 3. Describe the basis for your organization's ability to assume the financial responsibilities associated with receiving a contract of this projected dollar amount. Specifically discuss the assurance that resources are available to meet payroll, subcontracting, and material obligations at this magnitude. As indicated by the NAICS code and the projected magnitude listed above, a small business awarded this contract would likely graduate from the small business program and as such NETL desires to ensure that this transition is successful. Please do not provide financial statements as part of your response; it should be limited to a discussion of the rationale. 4. Evidence of corporate commitment to provide and manage resources to effectively meet diverse customer needs for an effort of similar scope and size of this notice. (technical, business, economic, and energy market). 5. If subcontracting is anticipated, demonstrated experience in successfully managing subcontracts and a detailed description of how the Contractor guarantees the performance and participation of the potential subcontractor, including the documentation for proposed subcontractors. 6. Include your business size as it relates to the above stated NAICS code and size standard information listed (specify the small business classification: small business, small disadvantaged business, woman owned, veteran owned, disabled veteran owned, 8(a) or HUB Zone) (Note: if a teaming arrangement is proposed your business size should be considered large unless you have obtained written SBA approval for your team to be considered in another size category). It is recommended that submittals be limited to less than fifteen pages. All interested parties responding to this market survey must submit their responses via the Department of Energy Industry Interactive Procurement System (IIPS) no later than 4:00 PM Eastern Daylight Time on July 10, 2008. Questions relating to this sources sought notice are required to be submitted electronically through the question submittal option of the IIPS program. All responses to solicitation questions will be released on the IIPS Internet page. The IIPS page is located at http://e-center.doe.gov. At this Internet site you will be able to register with IIPS, enabling you to submit your response. Your response should be submitted using the Create Proposal function in IIPS under opportunity number DE-SO26-08000663. The respondent must then complete the required fields and attach their response to the link identified as Volume I/Offer or Other Documents (This is pre-set title in IIPS, for the purposes of this announcement your response is considered Other Documents). For consistency, the respondent is instructed to submit their response in either MS Word (.doc) or Adobe Acrobat (.pdf) format (version 2003 or earlier).
