- The project area is in the Spring Mountains National Recreation Area, Humboldt-Toiyabe National Forest; Clark County, Nevada. There are several treatment units which are approximately 30 to 50 air miles west and northwest from Las Vegas, Nevada. The project work requires the removal of felled small trees and brush via Type I or II helicopter, using methods and equipment deemed most appropriate by the Contractor. The project work also includes the testing of a proto-type device developed and built by USDA Forest Service, Missoula Technical Development Center (MTDC). The material to be removed is shrubs and small trees. Most trees are less than 14” diameter measured at 4.5 feet above the ground (DBH). The contract period will be contiguous, and will occur beginning approximately August 22, 2008, depending on weather and ground conditions. This pre-solicitation notice is for an hours-based performance service contract with a minimum and guaranteed 80 hours of flight time, plus mobilization. The contract requires the Contractor to furnish all labor, equipment, transportation, supplies, supervision, and incidentals necessary to achieve the objectives. All work shall be performed during daylight hours, and shall not exceed 10 hours in one day. Contractor will be responsible for processing and removal from Government Land all materials transported by helicopter. Solicitation will be posted on or about June 20, 2008. This procurement is set aside 100% for the participation of Small Business. Due Date for Proposals will be July 21, 2008.
