Description
This notice is being posted as an avenue to provide Request for Quotation W912HN-08-T-0045. In accordance with Federal Acquisition Regulation (FAR) 5.202 (a)(13), Exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a small business set-aside. The NAICS code for the requirement is 561730. The size standard for this NAICS code is 500 employees. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-25. Description of Requirement: The U.S. Army Corps of Engineers (USACE), Wilmington, NC request the procurement of Grounds Maintenance and Janitorial Services for the Cape Fear River Locks and Dams #1 and #2 located in Riegelwood and Elizabethtown, North Carolina respectively. The requirement is for a base year with four option years. General Scope of Work Desired: 1. The Contractor shall have sufficient personnel, vehicles, mowers, and equipment to accomplish terms of this contract. Equipment shall be kept clean and in good mechanical condition. 2. The Contractor shall provide grass mowing and insecticide services. Care shall be taken to not damage Government property (to include trees/shrubs). Upon completion of each mowing, the Contractor will leave the work premises in a clean, neat and workman like condition. 3. The Contractor shall provide pesticide application services complying with all local, state, and federal laws concerning licensing requirements. The Contractor shall keep application records as required by state, local and federal regulations. The contractor shall supply copy of application record to the Contracting Officer’s Representative (COR) after each application. Protective clothing specified on the pesticide label or MSD sheet shall be worn during application. Pesticides shall be applied uniformly over the area to be treated. Emulsifiers, surfactants, wetting agents, or drift control agents, shall be used for wetting, penetration, or drift control as required. If initial treatments are not effective, the Contractor shall re treat to ensure a complete kill at no additional cost to government. Pesticides dilution and application rates shall be according to the manufacturer's specifications. Services shall be performed in a manner that will assure complete safety to all persons in the area. Use of chemicals, other than those recommended, will require prior approval of the COR. 4.. The Contractor shall pickup/remove trash in public use areas (including picnic areas, shoreline riprap and boating access areas), clean restrooms, and properly dispose of trash off site.. 5. The Contractor shall perform other routine maintenance/repairs as determined by the COR not to exceed $5000 total on an annual basis. The full detailed scope of work is attached. FAR 52.204-7 – Central Contractor Registration; Contractors must be registered with the Central Contractor Registration (CCR); the web site for registration is http://www.ccr.gov. The completed Offeror Representations and Certifications-Commercial Items (FAR 52.212-3) must be submitted along with each quote. QUOTES ARE DUE NO LATER THAN 5:00 P.M., EASTERN STANDARD TIME, on 16 June 2008. YOU ARE ENCOURAGED TO SUBMIT QUOTES ELECTRONICALLY.
