Mandatory Language: The 2005 Base Realignment and Closure (BRAC)Commission decision to realign/consolidate the procurement managementand other related support functions from the components to the DefenseLogistics Agency, is scheduled to be implemented at Tinker AFB in June2008 timeframe. As a result, any contract resulting from thissolicitation may be awarded by the DLA Detachment at Tinker AFB.Further, if a contract is awarded by the Air Force as a result of thissolicitation prior to the stand-up of the DLA Detachment, theadministration management of the contract will be administrativelytransferred to the Detachment at the time of stand-up. Award will bemade only if the offeror, the product/service, or the manufacturer meetsqualification requirements at the time of award in accordance with FARclause 52.209-1. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICAITON.Potential sources are not to utilize intellectual property of thirdparties without appropriate authorization of the intellectual propertyowner. Potential sources are cautioned that no part of the governmentproperty qualification requirement is intended to endorse or encouragethe improper use of intellectual property developed by the OriginalEquipment Manufacturer (OEM) or any other third party. The purpose of theOmbudsman is not to diminish the authority of the program director orcontracting officer, but to communicate contractor concerns, issues,disagreements, and recommendations to the appropriate governmentpersonnel.
