Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106-1(b), with Comsol, Inc., 1 New England Executive Park, Suite 350, Burlington, MA 01803 for the purchase of Qty 1 each for all of the following: 1) Comsol Multiphysics for UNIX/Linux, Single user License, One (1) Computer, 2) RF Module for use with Comsol Multiphysics for UNIX/Linux, and 3) COMSOL script for UNIX/Linux, single User License, One (1) Computer. The required software is for multi-physics simulations for the characterization of metallic nanoparticles and nanoshells of order 100 nm in diameter. The software must be able to solve the coupled physics problems: (i) surface plasmon resonances in ensembles of these particles in a large simulation space of order 10 micrometers in diameter; (ii) the resulting heating of these ensembles; and (iii) the dissipation of the heat in a surrounding volume. A list of requirements needed by the software is attached. To NIST knowledge only COMSOL, Inc. can meet these requirements in a timely fashion, i.e., the requirements are satisfied by their product Multiphysics, version 3.4, with the RF and Script modules. Software from three additional vendors was examined. None of them could satisfy the needed requirements with their existing products to include perpetual license, 12 months subscription printed documentation. Based on NIST’s recent market research, NIST has only identified one source that can renew the required request: Comsol, Inc., The Government anticipates the award of a firm-fixed- price purchase order. This notice of intent is not a request for quotations; however, companies that believe they can fulfill the requirement may provide a written response to this notice and provide clear and unambiguous evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
