Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation is issued for Request for Quotations (RFQ) # F1R21C8127A401. This solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 97-13. The NIACS Code is 423430 with a size standard of 500 employees. The purchase will be for an Internet Parts Locator Service. Dyess AFB has the following requirements: 1) Web-based access only. No additional software/hardware required to login and access the database other than what is currently authorized on government computers (e.g. Java, security certificates, etc.) 2) Must be able to access the parts locator 24 hours day/7 days a week/365 days per year. 3) Search database should have a large inventory of B-1 aircraft and support equipment parts. 4) Search database should be able to cross reference numerous suppliers at once for B-1 aircraft and support equipment parts. 5) Search database inventory listings should be updated at least every 30 days. 6) Search database should have an approximate 80% parts find rate when used. 7) Provide free initial training of search database features and functions. 8) Search database should be able to identify companies that are capable of shipping stock in-hand within 72 hours. 9) Search database should be able to identify companies that are capable of manufacturing to specifications of items not in stock. 10) Provide capability of message broadcasts to suppliers for urgent part requirements on parts which may not be in the search database. 11) Search database should allow searches based on manufacturers part numbers, national stock numbers, national item identification number, Military specifications, and model numbers. Search results should return the national stock number of the item if applicable. 12) Search database should allow searches based on company names, type of equipment manufactured sold and serviced. Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. This award will be made on the basis of lowest cost, technically acceptable. Clause at 52.212-4, contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, and the following FAR clauses are cited: 52.225-13, Restrictions on Certain Foreign Purchases; 52.219-28, Post-Award Small Business Program Rerepresentation; 52.222-3, Convict Labor; 52.222-21, Prohibition of Segregated Facilities; Clause at FAR 52.222-19, Child Labor; FAR 52.222-26, Equal Opportunity; FAR 52.222-42, Statement of Equivalent Rates For Federal Hire; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
