- Description
- 1. This is a Request for Proposals (RFP). This is to request aircraft service (passenger, cargo) from Copenhagen, Denmark to Thule AB, Greenland. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. USTRANSCOM/TCAQ-R is seeking sources to provide the following services: A. Cargo and passengers will be transported between Copenhagen, Denmark and Thule AB, GL by charter or a contractor’s regularly scheduled aircraft. Mission requirements on average are 25,000kg of cargo and 150 passengers per month. B. Service to receive cargo from vendors at contractors storage facilities in Copenhagen and Thule AB. Store and secure US Government cargo at contractor’s storage facilities in Copenhagen and Thule AB. Transport and protect cargo from the terminals and airport, receive and process inbound cargo and manifest and document all cargo airlift departing Copenhagen. C. All aircraft in performance of this contract will have two or more engines, meet the Instrument Flight Rules (IFR), be fixed wing and capable of operating as all passenger, all cargo or a combination configuration. Aircraft must be capable of flying in extreme cold. Flight crews will be trained, qualified, and scheduled in accordance with the applicable governing Civil Aviation Authority (CAA) rules and regulations and/or Federal Aviation Administration (FAA) rules and regulations. 2. Reimbursable expenses cover actual costs to the contractor for airport fees, federal transportation taxes, fuel and crew expenses. Fuel reimbursement will be calculated on the aircraft fuel burn rates and at the established base price per U.S. Gallon as published by the Defense Energy Support Center. 3. Contractor must be DoD Approved and be able to transport passengers, luggage and cargo. The carrier must also be listed, maintained and operated in accordance with the air carriers Federal Aviation Regulation (FAR) 135 or 121 Certificate. 4. Proposals to this RFP are due 20 Jun 08, 4:00 pm (CST). If you submit proprietary data, please mark it clearly with the appropriate markings.
