Description
The Army Installation Management Command (IMCOM) is responsible for providing equitable, effective and efficient management of Army installations worldwide. IMCOM is divided into seven geographic regions encompassing the continental United States as well as the Pacific, Europe and Korea. Among the many Army-wide programs assigned to IMCOM, the Facility Reduction Program eliminates excess facilities and infrastructure which reduces fixed installation costs. The U.S. Army Engineering and Support Center, Huntsville, is seeking a commercial solution to meet IMCOMs needs for Thermal Convection remediation of potential explosives, Chemical Warfare Material (CWM) and biological/viral contamination in buildings to be demolished at the Aberdeen Proving Ground. On occasion, services may be requested for Government facilities within other CONUS regions. Contractor services are being sought to provide all management, tools, supplies, equipment, and labor necessary to plan and perform Thermal Convection services in accordance with all federal, State and local applicable laws. Scope of work could include: performance of sampling and analysis; planning for and carrying out Thermal Convection services on 15 buildings, structures and facilities (145,000 square feet); demolition of buildings, structures and facilities; performance of Thermal Convection services on demolition debris to render same non-hazardous; removal and transport of construction debris, and disposal of asbestos and lead-based paint. Debris reduction through recycling, debris processing, etc., will be a major consideration. Demolition of buildings and structures inherently effects the local environment. Local regulations will be identified. The Government shall provide information that relates to hazardous material and environmental protection regulations at the base. Businesses that have the ability and experience to meet this specific requirement are invited to submit in writing an affirmative response to include the following information: detailed information on how the work will be accomplished; availability and description of equipment and labor; rough order of magnitude cost and description of previous experience, point of contact name and email address, and Central Contractor Registration CAGE/NCAGE Code.
