Description
NASA/ARC has a requirement to increase the Estimated Contract Value of theAerospace Testing and Facilities Operations and Maintenance (ATOM) contract. Amodification reflecting this increase will be issued for the remaining period ofperformance which ends July 31, 2009. NASA/ARC intends to increase the estimated contract value of the ATOM contract,NNA04BA85C, which was awarded through full and open competition to Sverdrup Technology,Inc. (now Jacobs Technology Inc.) in June of 2004. This increase is required due tounexpected Wind Tunnel and ArcJET Complex repairs/upgrades as well as an increase intesting projects. NASA is using the authority of other than full and open competition, 10U.S.C. 2304(c)(1). Justification is based on Jacobs unique expertise with the currentupgrades, the testing in progress, as well as their ability to provide continuity ofservice while the follow-on is being recompeted. Award to another source at the sametime the current contract is being re-competed, would result in substantial duplicationof cost to the Government that is not expected to be recovered through competition aswell as unacceptable delays in fulfilling the agency's requirement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 11, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All questions MUST bein writing and should be directed to Ms. Gonzalez not later than 4:30 p.m. local time onJune 9, 2008.An Ombudsman has been appointed. See NASA Specific Note "B".
