Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for proposal and the applicable number is: HDTRA2-08-R-0001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. This acquisition is unrestricted. The Contract Line Item Numbers (CLINs) are as follows: CLIN 0001-Doppler sonic detection and ranging (Sodar) Equipment; 1 each. CLIN 0002-Trailer for transporting Doppler Sodar Equipment; 1 each. The description of CLIN 0001 is as follows: Doppler Sodar equipment shall meet the following requirements - an effective range of 75dBA; vectorial presentation of vertical profile of horizontal wind; data display software that allows for multi-level time series presentation of all data; ASCII output option for Sodar files that allow wind level, speed and direction data to be exported to Microsoft Excel® or similar programs; two modems; radio acoustic sounding system with two six foot diameter parabolic dishes and dedicated outdoor HF transceivers; antenna operating at 2.25KHz with a size of 130cm x 130cm and a range of 1,500 meters; weatherproof enclosure for Sodar electronic case. The description of CLIN 002 is as follows: Trailer shall meet the following requirements – of a size and weight to allow for storage, operation and safe transport over rough terrain of all of the CLIN 0001 Sodar equipment. Delivery terms are FOB Destination with acceptance in Albuquerque, NM no later than July 31, 2008. The provision at 52.212-1, Instructions to Offerors – Commercial and the clauses at 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items apply to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. Selection will be made based on the lowest price of the offeror proposing the above described equipment and trailer.
