Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFKSF-8-38642 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 518210. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries. The Trade Services Team for NOAA Fisheries provides information to the commercial industry on trends in the supply and demand for seafood. This information is presented at domestic and international seafood expositions, used by trade specialists and special assistants to the Assistant Administrator for NOAA Fisheries for bilateral country negotiations, and it is used by industry to plan their inventories and other purchases over the next year. Objectives: The Global Trade Atlas data base is an integral part of the Trade Services' information outreach program. Each year, this data set is used to prepare trade trends for U.S. seafood products that are exhibited at both domestic and international seafood shows. This data base is required for numerous analyses conducted by trade analysts and special assistants to the Assistant Administrator for Fisheries. These analyses are used in international trade negotiations and discussions at the World Trade Organization, the Organization for Economic Cooperation and Development, Food and Agricultural Organization, World Bank, and Asian-Pacific Economic Cooperation. Information is also made available to NMFS Office of International Affairs, the Science and Technology Office, and to The Department of State and the U.S. Trade Representative's Office. Market analyses for fishery products requested by the seafood industry also depend on access to this data base. Pending analyses for swordfish and oysters will require access to this data set in the upcoming year. Maintaining up-to-date trade statistics is the primary standard of performance. Deliverables: Provide access to an international data base of trade data that can be used to determine U.S. import and export trends of seafood and related products that are of importance to the management of the U.S. seafood harvesting and processing industry. Data must be updated on at least an annual basis may at no time be more than 12 months out of date. Period of Performance: Date of Award through June 30, 2009. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. The following 52.212-5 clauses are applicable to this acquisition: 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires, 52.249-2, Termination for Convenience of the Government (Fixed Price)(Short Form). All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal addressed to Gina E. Lee, Purchasing Agent, National Oceanic & Atmospheric Administration, 1305 East West Highway, Suite 7144, Silver Spring, Maryland 20910, to be received no later than June 5, 2008 at 2:00pm.
