Description
Background: The Government requires an imaging system that will enable Explosive Ordinance Disposal (EOD) units to perform operations with limited or no ambient light. This notice constitutes a Request for Information only, THIS IS NOT A SOLICITATION. Proposals are not solicited and shall not be submitted in response to this notice. This is not a Request for Proposal and the Government does not intent to issue a contract as a result of this request. Detailed Description: The system must be compatible with the EOD 9 Bomb Suit Helmet without compromising any of its protective qualities and without adversely affecting the EOD-9 helmet functions as per Med-Eng EOD-9 Operators manual (105-167E). It shall be possible for EOD operators to add or remove the system from the EOD 9 Helmet within 10 minutes using common tools. Total weight of the system shall be less than 2 pounds. The system is anticipated to have three major components- imaging module, micro-display and power/control module. The imaging module is mounted to the helmet and allows line-of-sight adjustments. It shall have a minimum field of view of 32 degrees in the horizontal direction and 24 degrees in the vertical. Focus shall be continuously adjustable from 18 inches to infinity. The system resolution at far-field focus (39 ft to infinity) shall be greater than or equal to 0.37 cycles/mrad (milliard?) at full moon and 0.31 cycles/mrad at starlight. The system resolution, on axis, at near-field focus (18 inches) shall be greater than or equal to 0.29 cycles/mrad at full moon and 0.18 cycles/mrad at starlight. The imaging module shall include a near infrared illuminator to provide active illumination during zero light conditions. A warning shall be displayed within the system field of view to alert the operator whenever the illuminator is active. The operator shall also have the ability to vary the intensity of the illuminator. Digital low light level imagery is transmitted from the imaging module to a micro-display that is worn by the operator. System image magnification shall be 1:1 and image latency shall be less than or equal to 50 ms. The proposed display solution must be internal to the visor and pose no safety issues to the users face and eyes. The system also includes a power/control module that is separate from the imaging module and can be clipped to the front of the bomb suit. The power source shall be battery powered and the system shall operate continuously for 3 hrs on one set of batteries at any constant temperature in the range of 0C to 33C. Controls shall include camera gain, display brightness and intensity of the illuminator. The system shall have a dedicated on/off control that is designed to prevent accidental turn off. All external cable connections between system components shall include break away features and be designed to minimize snag hazards. This Request for Information (RFI) is to determine industrys capability to deliver approximately 175-250 helmet mounted imaging systems within 39 weeks from contract award. Units must have been previously tested sufficiently to support safety release (including blast testing) or such testing must be included in the proposed schedule. This is not a Request for Proposal and the Government does not intent to issue a contract as a result of this request.
