Description
The Social Security Administration (SSA) intends to award a new sole source contract to Mathematica Policy Research, Inc. (MPR) related to contract number 0600-03-60130, Evaluation of the Ticket to Work Program - Part A, Evaluation Implementation. The Part A Ticket Evaluation was awarded to MPR in 2003. That contract included tasks to use SSA data resources to design and build the Ticket Research File (TRF) annually between 2004 and 2007. SSA had expected to conclude the Part A Ticket Evaluation in 2008. However, as a result of recent changes to the Ticket to Work Program regulations, SSA will relaunch the program, with implementation to begin in the summer of 2008. As a result, SSA intends to modify the Part A Ticket Evaluation to extend analysis through 2010 in order to assess the impact of the regulation changes to the ticket program. To support the extended ticket program analysis, SSA will need to build the TRF08 and TRF09. Although the TRF07 will not be needed for the ticket evaluation, that data is currently needed for various other SSA research and evaluation projects that have been using earlier versions of TRF data. It is therefore critical that SSA build the TRF07 to maintain continuity of data for those other projects. SSA plans to remove the TRF construction process from the Part A Ticket Evaluation contract and sole source the construction of the TRF07-TRF09 to MPR. As part of this sole source contract, MPR will write and test detailed construction specifications for the TRF so that other firms may compete for contracts to construct anticipated future rounds of TRF data files (beyond 2009). Construction of the TRF is a highly complex task. Despite design specifications developed under the ticket evaluation design contract, it took MPR approximately 2 years to design and build the first TRF file, the TRF04. It is critical that the TRF07 be built by September 2008 to maintain data continuity for non-ticket research and evaluation projects. The TRF08-TRF09 must then be built by September 2009 and September 2010 respectively, and in sync with the Part A Ticket Evaluation, so that the evaluation contract remains on schedule. MPR is the only source capable of meeting this timeline based on their knowledge and experience in constructing and analyzing the TRF since 2004. BACKGROUND: On May 29, 2003 SSA awarded a 5-year contract to MPR for preparing data files from SSA administrative data and conducting the adequacy of incentives evaluation, process evaluation, participation analysis, and impact/outcomes analyses for the evaluation of the Ticket to Work Program. REQUIREMENTS: MPR shall build the TRF07-TRF09 in 2008-2010 to be consistent with the specifications of the TRF06. As part of the TRF07 data build, MPR shall develop detailed specifications on the steps necessary to build the TRF file, including data checking steps to assure the new data is consistent with prior TRF builds. MPR shall then test and refine the build specifications with the TRF08 and TRF09 data builds. Interested sources that believe they have the capability to perform the services required according to the necessary schedule (i.e., with the TRF07, TRF08, and TRF09 to be completed by September 2008, September 2009, and September 2010 respectively), should submit a capability statement to S. Kyle Roberts via email at s.kyle.roberts@ssa.gov. Responses shall be marked TRF07-09, CAPABILITY STATEMENT, and shall be received no later than June 17, 2008, 3:00PM EST. All responsible sources will be considered. If no responses are received by the cutoff date, a contract will be issued the MPR as referenced above.
