- It is anticipated that RFP 528-08-IB-0166 will be issued the week of June 2, 2008. The solicitation will be issued subject to the availability of funds and unrestricted pursuant to the Small Business Competitiveness Demonstration Program of FAR 19.10 as to qualifying business size for competitive responses, except that this is a cascaded solicitation to allow maximum opportunity for participation to the following socio-economic classifications (in descending order of priority): Service-Disabled Veteran-Owned Small Business; Veteran-Owned Small Business; HUBZone Small Business, and SBA Certified Small Disadvantaged Business. Written, faxed, or e-mailed requests for the solicitation are required, including company name, address, POC, telephone voice number, fax number, and e-mail address. No telephone requests will be accepted. The solicitation documents will be available from the Contracting Officer on CD and no paper copies will be provided. Except for potential solicitation amendments, no other solicitation documents will be posted electronically at fbo.gov. Work includes all labor, material, equipment and supervision necessary to extend the Air, Oxygen and Vacuum to the MRI Suite Project 528A7-08-706 and to replace the gas manifolds and add room exhaust Project 528A7-08-740 Attendance at a pre-proposal meeting tentatively scheduled for June 11, 2008 at 1:00pm in the A&MM Conference Room at the Syracuse VA Medical Center, 800 Irving Ave, Syracuse NY 13210 is considered essential. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is not a Sealed Bid Procurement. The following factors (listed in descending order of priority) shall be used to evaluate offers: Construction Management, Price, Proposed Team, Proposed Construction Schedule, and Past Experience & Past Performance. Technical Factors when combined are equal to price Price. Offerors are advised that if technical proposals in the competitive range are essentially equal, award will be made on the basis of the lowest price. Estimated total construction cost is between $100,000 and $250,000. NAICS code is 238220 and the small business size standard is $ 13M.
