- THIS IS A SOURCES SOUGHT ANNOUNCEMENT. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This Sources Sought Request for Information (RFI) is issued for informational purposes. The 319th Contracting Squadron at Grand Forks AFB, ND is conducting market research and desires input from industry to assist in requirements planning. The information requested by this sources sought synopsis will be used within the Air Force to facilitate the decision making process and will not be disclosed outside of the agency. Please note: The government will not be responsible for any costs incurred by interested parties in responding to this sources sought notice. The 319th Contracting Squadron at Grand Forks AFB, ND is interested in the identification of capable sources to upgrade existing utility metering at Grand Forks AFB and Cavalier Air Station by installing new or retrofitting existing meters to enable smart (advanced) metering. 1. Description: Upgrade existing utility metering at Grand Forks AFB, ND and Cavalier Air Station, ND by installing new or retrofitting existing meters to enable smart (advanced) metering. This project would include work on electric meters, gas meters, water meters, and associated hardware, software, and equipment. New meters shall be compatible with Honeywell EBI Energy Manager option and be connected to the nearest communication node to enable front-end connectivity. EDIT: Meters shall communicate using open protocol, Modbus communication. New electric meters shall be capable of providing the following data: Kilowatt-hours of consumption (cumulative), kilowatts (KW) of demand (Peak average over the fifteen minutes), reactive power (Measured over the same interval as the peak KW reading), and power factor (Measured over the same interval as the peak KW reading). New/retrofitted gas meters shall be capable of providing total consumption (cumulative). New/retrofitted water meters shall be capable of providing total consumption (cumulative). 2. Information requested: a. Company Information. Name, Address, telephone number, FAX number, point of contact(s) name(s), phone number, e-mail address. b. Capability Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to utility metering to include: Contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone/fax number. The capability package must be clear, concise, and complete. The government is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 15 pages (you may print front & back). c. In addition, annotate if you are a small business, HUBZone, 8(a), Service Disabled Veteran Owned Small Business, etc. as defined in the Federal Acquisition Regulation FAR Part 19 and if currently listed in the Central Contractor Registration (CCR) system. Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The applicable North American Industry Classification System (NAICS) Code is 238210. Small Business size is $13.0 Million. d. A letter of interest in the acquisition. 3. Submission Information. Response must be received by this office at or before 4:00 pm CST on 13 Jun 08. All information is strictly voluntary. This request for information is not a commercial solicitation and the Government will not pay for any information submitted or for any costs associated with providing the information.
