- The Willamette Valley Project, Portland District, Army Corps of Engineers is acquiring chemical control of noxious and invasive weeds on lands it administers in Lane, Linn, Marion, and Baker Counties. The objective of this effort is to limit the environmental damage to public lands caused by invasive plants. Current Federal policy requires agencies to control invasive plants and prevent their further spread. In addition, the Willamette Valley Project is beginning an extensive prairie restoration venture. Invasive plant control of selected sites is needed to protect native and desirable plant communities and restoration projects from the harmful effects of invasive plants. The Contractor shall provide all technical expertise, labor, permits, licenses, equipment, supervision, transportation, operating supplies, and incidentals necessary to spot treat specific target species using a backpack sprayer, ATV, or truck mounted system; broadcast treat relatively large areas within the boundaries of the Willamette Valley Project. This is a Requirements Contract, with a base year and four optional years per the Governments needs. The period of performance will be between 01 May and 30 April of each year. The location and acreage of specific work sites will be included with each Task Order at the time of issuance. The general locations for potential services are shown below by County, and are all located in the State of Oregon. Lane County: Fern Ridge, Blue River, Fall Creek, Dexter, Cottage Grove, Dorena, Lookout Point and Hills Creek. Marion County: Detroit/Big Cliff Linn County: Foster and Green Peter Baker: Cougar Application methods; herbicide formulation; target species, and location will be specified in each Task Order. Not all sites are accessible by vehicle. The two types of treatments to be applied by the potential contractor is herbicide spot treatments and herbicide broadcast treatments, as described below. Herbicide Spot Treatment: Application methods may range from backpack applicators through ATV or truck-mounted systems. Not all sites will be accessible by vehicles. Spot applications using hand-held spray devices will be required. Herbicide formulation and application method will be determined by the COR and specified in each Task Order. Applications will target the species and area specified in each Task Order. Herbicide Broadcast Treatment: Broadcast treatment on certain infestations and restoration sites will be needed. Boom sprayers will be used to apply herbicides on larger sites: application method; herbicide formulation; and area treated will be specified in each Task Order. Drift control adjuvants will be used as necessary to prevent off-site and non-target effects. This solicitation unrestricted. The NAICS Code is 115310. The FSC Code is F008.
