Description
The DTRA Combating Weapons of Mass Destruction Enterprise (CW) is hereby soliciting information from potential sources for services in Systems Engineering and Technical Assistance (SETA) support to the DTRA Technical Support Division Technical Reachback (CW-TSDT). These SETA tasks extend over all technical levels and for the full duration of this effort. This sources sought solicitation is limited to SETA services involved in higher level, qualified and unbiased, Chemical Biological Nuclear Radiological high Explosives (CBRNE) technical assistance and analysis to DTRA, for the duration of a 5-year base period with 5, one year, options. This Sources Sought synopsis supports efforts requiring dedicated and CBRNE technical, analysis across a wide range of missions and organizations, both internally and externally to DTRA. The CW-TSDT responsibilities cross a variety of missions to include all technical and managerial staff functions that may include support to plan, integrate, and execute programs supporting HQ USSTRATCOM, OSD, the Joint Staff, all DOD COCOMs, the Intelligence Community, National Security Council, National Guard Combat Support Teams, US NORTHCOM, and first responders. It is anticipated that this effort requires handling classified technical data and information. and as such, not to be disclosed the details of design, development, production, or manufacture of any defense article. Potential sources are sought with capabilities in the following task areas of Subject Mater Expertise Technical and Analytical: 1.Provide robust analyses, technical, operational, and meteorological support for DTRA Reachback 24 hours a day, 7 days a week working on government sites. 2.Assist in coordinating and improve technology development and integration plans, perform functional analyses of required and existing WMD modeling capabilities and identify models and calculations for software tools. 3.Provide technical, developmental, and training support for DTRA software products. 4.Assist with the integration of DTRA software tools into appropriate systems within DoD. 5.Analyze technology gaps, development risks, and potential markets. Develop acceptance and verification criteria for technology insertion and define the risk mitigation. 6.Provide network administration support for servers and computers that include GIS data manipulation and storage. 7.Support the distribution, documentation, and management of DTRA CBRNE decision support analysis programs including user group and software licensing processes. 8.Provide and assist all federal agencies with the integration of expertise and computational CBRNE capabilities. Provide crisis advice and coordinate with other federal professionals. Employ DTRA’s CBRNE capabilities directly from R&D and other appropriate models to support exercises, operations or other mission as required to support. 9.Keep professionally current and proficient in all aspects of CBRNE analysis. 10.Successfully resolve customer complaints of the technical CBRNE analysis Contractors shall have the capability to fulfill the full range of requirements above. The contract vehicle for this potential acquisition is to be established. Interested contractors should submit a white paper to address the notional requirements contained at Requirement0801@dtra.mil. The white papers will provide the basis for the government to assess the potential benefits of a new acquisition. Those contractors that submit a white paper are also requested to submit capability statements identifying their ability to satisfy the full range of CW requirements contained herein. Please limit the capability statements to three pages. Responses to this synopsis should be submitted to the government within 14 days of the publication date. Please reference Requirement0801 in any response. When responding, please indicate your company socio-economic status (i.e. small business, woman owned small business, veteran small business, etc.). This is a Sources Sought synopsis. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE.
