Description
The Naval Air Systems Command, Headquarters, Patuxent River, Maryland intends to award a Cost Plus Incentive Fee contract to Bell Boeing Joint Program Office for: development, integration, testing and initial production quantities of an avionics Mission Systems Upgrade (MSU) for the CV/MV-22 aircraft. This contract is expected to be awarded in May 2009 with a period of performance of five years. The V-22 MSU will consist of an Integrated Core Avionics Processor (ICAP), mass memory unit, 6x8 digital displays and Terrain Awareness Warning System (TAWS) functionality. MSU will maximize use of USN/USMC COTS/GOTS common hardware and software components. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One responsible source and no other supplies or services will satisfy agency requirements.” The Bell Boeing Joint Program Office is the sole developer and integrator of the V-22 aircraft weapons system; no other supplier has the knowledge, capability or technical expertise to perform the tasks associated with this effort. Only the Bell Boeing Joint Program Office has system knowledge, expertise and integration facilities to effectively develop proposed Government Furnished Equipment configurations to support MV/CV-22 requirements. This is an announcement regarding a sole source acquisition. Companies interested in subcontracting opportunities should contact the Bell Boeing Joint Program Office directly.
