Description
The Fish and Wildlife Service is seeking Architectural/Engineering firms to submit a Standard Form (SF) 330 with licensed/registered specialty disciplines for a project that may arise in the immediate future to inspect 8 building on Midway Island for their structural integrity and provide a determination on whether to rehabilitate the existing buildings or demolish and reconstruct new. Buildings are either constructed out of reinforced concrete, or wood frame, all are roughly 60 years old. Main concerns are with the structural integrity and stability of building and roofing systems, and condition and code compliance of plumbing, electrical and mechanical systems. Other concerns are Fire and Life Safety, Accessibility, Historical issues. A termite inspection is currently being performed and data can be made available for use upon completion. All buildings contained lead-based paint and asbestos. Asbestos Survey Reports and Lead Based Paint Survey Reports can also be made available for use. The eight (8) buildings to be inspected are as follows: a)Barracks "Bravo", building #4203, built in 1957, concrete frame, masonry, approximately 24,861 sq ft, 3 stories, 2 floors occupied.b)Barracks BEQ "C", building #3503, built in 1957, concrete frame, masonry, approximately 23,383 sq ft, 3 stories, unoccupied.c)Barracks BEQ"D", building #3504, built in 1957, concrete frame, masonry, approximately 23,383 sq ft, 3 stories, unoccupied.d)Barracks "Charlie", building #4204, built in 1957, concrete frame, masonry, approximately 24,852 sq ft, 3 stories, 3 floors occupied.e)Building 423, wooden two-story residence, built in 1941, wood frame, exterior, transite siding, approximately 3,755 sq ft, occupied.f)Building 417, wooden two-story residence, built in 1941, wood frame, exterior, transite siding, approximately 3,755 sq ft, unoccupied.g)Building 2403, Furniture Warehouse/storage, built in 1958, concrete and cinder block, approximately 12, 998 sq ft, unoccupied. Miscellaneous items stored in building.h)Building 3502, Gallery building, built in 1957, concrete and cinder block, approximately 16,196 sq ft, unoccupied. This building should only be looked at if time permits. Intersted firms are invited to submit an application consisting of a completed SF-330, Parts I and II to the U.S. Fish and Wildlife Service by June 19, 2008. If a project is considered under this request, Architect/Engineering firms that submit an SF330 will be ranked under the short selection process based upon the following selection criteria: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required (i.e. familiarity with tropical remote island design/construction and all the issues associated with it such as, complexity associated with construction logistics, crews, equipment and materials, weather issues, and sensitivity to a national wildlife refuge habitat), pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and Firms that meet the requirements described in this announcement are invited to submit SF330 by close of business on June 19, 2008, to the Contracting Officer, Karl Lautzenheiser, U.S. Fish and Wildlife Service, 911 NE 11th Avenue, Portland, Oregon 97232-4181. If a project is considerd, evaluation criteria listed above would be used under the short selection process to negotiate with the most qualified firm and if a fair and reasonable price is negotiated,a single firm-fixed price contract awarded thereafter. If a project is considered and the USFWS cannot negotiate a fair and reasonable price with the highest ranked A/E firm, negotiations would then commence with the next firm on the short selection list.
