- The Regional Contracting Department, Fleet and Industrial Supply Center (FISC), Pearl Harbor Hawaii intends to negotiate an unrestricted, firm fixed price contract for the service contract of a Government owned Hologic Radex DF Digital Radiography System utilizing FAR Part 13.106-1(b)(1). The maintenance contract for this machine will be for on-site, 24 hours response time, parts and labor warranty &maintenance for this machine. Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The prospective contractor must be registered in the Central Contractor Registration (CCR). This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICIATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. The solicitation number is N00604-08-T-0224. This solicitation is being issued as a Request for Quotations (RFQs), for a Firm Fixed Price (FFP) contract incorporating provisions and clauses in effect through Federal Acquisition Circular 2007-18, dated July 5, 2007 and DFARS Change Notice 20070814, dated August 14, 2007. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 423450 and the Small Business Standard is 100 The Regional Contracting Department, Pearl Harbor, Hawaii requests responses from responsible sources for the following: ITEM 0001: One year (12 months) service of a Hologic DF Digital Radiography System, Model Radex, and associated Mobile 4-way Float Radiography Table. Provide one (1) Preventive maintenance inspections per year between the hours of 8:00 am and 4:00 pm, Monday through Friday. Provide remedial maintenance labor required for repairing and maintaining the system between the hours of 8:00 am and 4:00 pm, Monday through Friday. Provide all required services to the equipment in accordance with the maintenance program per applicable service manuals, including replacement of unserviceable parts with new or equivalent parts and associated software upgrades as needed. Contractor shall provide all transportation and other necessary materials to support this requirement. Delivery required by 10 June 2008. CONTRACTOR TO PROVIDE A QUOTATION MATCHING THE ABOVE REQUIREMENT. Contractor to quote delivery F.O.B. Destination, Joint POW/MIA Accounting Command, Central Identification Laboratory 310 Worchester Avenue, Bldg 45, Hickam AFB, HI 96863-5530. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense Contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. REVIEW OF AGENCY PROTEST (FISCPH) (NOV 2004) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protest in accordance with the requirements set forth in FAR 33.103 (d). (b) Pursuant to FAR 33.103 (d)(4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the Contracting Officer or Reviewing Official. (d) Quoters should note this review of the Contracting Officers decision will not extend GAOs timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.
