Description
The Far East District of the US Army Corps of Engineers intends to procure advisory and consultation service to develop solicitation document and for proposal evaluation support associated with USAG Humphreys Housing Opportunity in the Republic of Korea as prescribed in the below Draft SOW. Request for Proposal will be posted on the FedBizOps under solicitation number W912UM-08-R-0012 on or about 14 June 2008 with a solicitation closing date of 14 July 2008 (30 days after issuance of solicitation). Draft PERFORMANCE WORK STATEMENT FOR TECHNICAL ASSISTANCE U.S. ARMY GARRISON - HUMPHREYS REPUBLIC OF KOREA (ROK)HOUSING OPPORTUNITY PROJECT 1. OBJECTIVE This Performance Work Statement (PWS) describes the Contractor support requirements for the U.S. Army Garrison-Humphreys Housing Opportunity Project. The Contractor is required to provide the following specific Advisory and Assistance Services (A&AS) in support of the project: A.Develop solicitation documents B.Support evaluation of proposals to determine best value. 2. SPECIFIC TASKS A. Invitation For Offers (IFO). The objective of this task is to prepare and develop the solicitation documents for a non-FAR real estate transaction. The CONTRACTOR shall support the Army in the development, drafting, review, revision and approval of the Invitation For Offers (IFO) and exhibits thereto. Specific CONTRACTOR tasks: 1.Following Army guidance and instruction, prepare the initial draft of the IFO and its exhibits and continue to modify and revise the documents throughout the review and approval process. 2.Update and amend the IFO and exhibits, financial documents and facts sheets as a result of Government review comments, scope changes, or policy changes. 3.Resolve and update issues regarding the financial documents, fact sheets, economic analysis, site development, etc. to provide consistency with the IFO and exhibits. B. Data Room. The objective of this task is to establish and maintain a data room for potential offerors that provides all relevant information to assist them in their bid. There are several elements associated with this task. The CONTRACTOR will be responsible for populating the data room with the following information: 1.Army Regulations and Policies. This data includes housing management and other regulations, rules, policies and guidance that the offeror will be required to comply with in order to construct, operate, and maintain the project on the installation. 2.Other Housing Data. These data include expected rank distributions, rate of unit turnover, detailed list of Army provided services, a detailed list of appliances that will be provided by the Army and other related information as determined by the Army. 3.U.S. Army Garrison-Humphreys Master Plan. 4.Planned Improvements. Provided maps, plans and other detailed data of planned improvements on the installation that will have an impact on the project development site. 5.Infrastructure and Utilities. Provide maps, plans and detailed data of the installation infrastructure and utilities to facilitate the developers design process. 6.Housing Market Analysis (HMA). 7.Overseas Housing Allowance (OHA). 8.Other relevant information to potential offerors as determined by the Army. C. Source Selection and Evaluation Support. The objective of this task is to support and assist the Evaluation Board (EB) as it conducts source selection process and analyzes offerors proposals submitted in response to the IFO. Specific CONTRACTOR tasks: 1.Support the preparation of the solicitation package, to include reproducing, packaging, digitizing and summarizing offerors' proposals; preparation of tables, spreadsheets, graphs and other comparative tools; and preparation of score and proposal evaluation checklists as well as development of evaluation criteria to assist the EB in comparing and ranking proposals. 2.Provide support to the EB by conducting technical evaluation of offerors financial data, to include summarizing, standardizing and comparing all financial data including, but not limited to: financial statements, project cash flow analysis, and project life cycle pro forma balance sheets and income statements. Obtain offerors credit reports, investigate the offerors credit and trade references, and prepare an appropriate report for the EB. 3.Prepare a technical analysis and report outlining the relative strengths and weaknesses of the offerors project financing proposals which shall include analysis of: a. Total cost calculation for rental rate feasibility as a function of project financial inputs. b. Relative efficiency analysis of cost of private financing. c. Relative debt instrument structure of proposed business entity. 4.As required and directed, investigate and research information relevant to offerors proposals and prepare an appropriate technical analysis and report for the EB. 5.Maintain a record and log of the EBs actions and decisions during the source selection process and maintain the proposal leaderboard. Prepare a draft Evaluation Board Decision Document (EBDD) and revise and modify the EBDD until approved by the EB. 6.Support the EB during oral presentations to include preparing score sheets and checklists, developing and preparing evaluation questions to be utilized by the EB during oral presentations, maintaining a record of the offerors oral presentations and obtaining and cataloging documents and other materials utilized by the offerors during oral presentations. 7. Prepare the draft of the EB findings and final report and continue to revise until the findings and final report are signed by the EB Chairman and submitted to the Selection Authority (SA) for final action. D.Negotiation and Transaction Closure. The Objective of this task is to support the Army negotiation team after the SA selects the best value proposal by providing technical, consultant, administrative and research support to facilitate the negotiation and business closure. The CONTRACTOR will: 1.Assist and support the Army with the negotiation process and development of the terms and conditions of the development agreements and property management business for incorporation into the Use Agreement. 2.Assist and support the Army in developing a real estate Use Agreement and its exhibits which are suitable for use under U.S. and Korean law. 3.Assist and support the Army to achieve financial and Use Agreement closing.
