Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40192-08-R-1316 Design Build Special Project, RM 022-08, Nimitz Hill, Guam. The project will be solicited as an unrestricted procurement using the source selection procedures in accordance with Federal Acquisition Regulations Part 15.3. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information. The contract resulting from this solicitation will result in contract award to the responsible Offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the Government considering price and technical evaluation factors. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The project will repair and restore Buildings 200NH, 202NH and 205NH for use as the Joint Headquarters for Commander, Joint Region Marianas, Naval Facilities Engineering Command Marianas headquarters and the Joint Guam Program Office. Design and construction shall meet Anti-Terrorism and Force Protection and Marianas Region Architectural and Construction Standards requirements. Design for the repairs and construction at Building 200NH, 202NH and 205NH will be approached with the goal of earning recognition by the U.S. Green Building Council for Leadership in Energy and Environmental Design, Green Building Rating System. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Location of the work is at Nimitz Hill, Guam. Performance period is estimated at 720 calendar days from notice to proceed. The North American Industry Classification System (NAICS) Code is 238990. The project magnitude is between $10,000,000 and $25,000,000. Evaluation of proposals will be based on price and technical evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the Government. No notice of solicitation activity will be provided to interested offerors. Interested Offerors can view and/or download the solicitation at https://www.neco.navy.mil when it becomes available on or about 16 June 2008. The due date for proposals is approximately 45 calendar days after the issuance of the solicitation. All interested offerors shall register at the website.
