Description
This notification of intent to is issued for research, budgetary, and planning purposes only. The United States Printing Office (GPO) is establishing the ability to design the construction and security printing features for ISO/IEC 7810 ID-1 cards with RFID capabilities. The GPO envisions that security printing, material selection, and construction design will be aligned with GPO's "Strategic Vision for the 21 st Century" with inlay design and lamination services for such cards to be performed by multiple contractors. Contractors must conform to the format and materials supplied by GPO, which include pre-printed films, laser-reactive films, and clear or opaque films. GPO is informing industry of its intent to publish an RFP soliciting inlay services to a performance specification and lamination services using Government Furnished Materials (GFM). Opportunity GPO is seeking to identify vendor(s) that can provide RFID inlay design services and lamination of that very inlay along with multiple layers of GFM films resulting in an ISO/IEC 7810 ID-1 card purpose-built to specific Federal agency requirements. Contractor responsibilities include: Design or acquisition of RFID inlay using RFID chips approved by GPO to implement specific standards and communication performance requirements mandated by GPO; Development of lamination processes for card integration using the inlay described above plus GFM films of multiple materials and specific formats driven by GPO printing capabilities and processes that meet various industry standards for durability and performance, such as (but not limited to) ISO/IEC 7810 physical characteristics, ISO/IEC 10373-1:2006 test methods, ISO/IEC 10373-6:2007 test methods, ISO/IEC 14443-1:2000 contactless integrated circuit(s) cards - proximity, ANSI/NCITS 322:2002 card durability test methods, AAMVA/DL/ID standard, and/or other applicable requirements and methodologies; 100% verification of RFID functioning and assembly of data elements of version and unique identifiers per individual card electronically and securely transmitted to GPO prior to physical transportation of manufactured cards lots; Secure and auditable receipt and storage of component materials prior to lamination with controlled access and accounting procedures designed to prevent loss or modification of materials while under control of the contractor; secure transportation of card bodies to GPO via armored carrier or equivalent protection; Verification of material and work in process (WIP), secure and audited destruction or return of non-conforming materials, WIP, or product coordinated with GPO; Real-time process measurement and correction; Quarterly independent product testing of statistically-valid sample sizes to verify ongoing conformance to GPO requirements; Assistance, cooperation, and support of GPO, GPO consultants, and/or GPO contractors to standardize product consistency and minimize unique management or characteristics of materials, processes, or products as subsequent manufacturing requirements and processes are applied to card bodies at GPO or Federal agency customers of GPO; Providing necessary information and plans that might GPO assurance of supply and card quality, and participation in GPO reviews. Assessment and active management of site and personnel for security and materials integrity evaluated by site inspection and close cooperation with GPO Security personnel.
