- NAICS 238220, size standard $13,000,000. Scope of work is to replace all tubes and refractory on the south wall (target wall) and all of the west wall refractory of boiler #3. West wall has buckeled and multiple tubes are leaking at the upper northwest header. Work includes 1) replacement of all target wall 3 1/4 inch tubes (exposed and hidden); 2) replacement of target (south) refractory wall; 3) replacement of west refractory wall with tubes in place; 4) repair of north wall upper seal area, thickness testing of surrounding tubes; 5) inspection, hydrostatic testing and boil-out of new tubing; 6) clean up of project site, removal of all debris and excess materials. All submittals will be provided within 7 calendar days of award, including bonds, insurance, material submittals, plans, safety plan, project schedule, MSDS, boil-out procedure and ASME welder certifications. One year full parts and labor warranty required. Contractor shall be certified by the American Society of Mechanical Engineers (ASME) for the field and shop fabrication of Pressure Vessels and Heat Exchangers, assembly and fabrication of Power Boilers and Power Piping in accordance ASME code, and shall submit proof of certification to the Contracting Officer with the bid. Past performance will be a factor in evaluation of offers - offerors will provide references for similar boiler work performed within the past three years. Solicitation to be issued 6/9/2008 and bids will be due 6/30/2008. Site visit is encouraged and will be held on 6/18/2008. This will be the only site visit. Only US citizens are authorized for work at this installation and all attendees for the site visit must be US citizens. Registration is required for site visit and instructions will be included in the solicitation. Failure to register for the site visit may result in denial of access to the installation and this installation will not be responsible for failure to attend the site visit. Requests for individual site visits will not be entertained. Estimated total for this project is between $100,000 and $250,000 total. Wage Determination NY080002 applies. Estimated completion is 6 weeks (42 calendar days) after receipt of notice to proceed. Payment and performance bonds are required. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Army Single Face to Industry (ASFI) at https://acquisition.army.mil and will be listed under Watervliet Arsenal. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
