Description
The U.S. Department of Energy, Southwestern Power Administration(Southwestern) intends to issue a Request for Proposal (RFP) to construct four self-supporting microwave radio towers, radio/generator buildings, and associated primary and secondary power service on or adjacent to the U.S. Army Corps of Engineers Hugo, Pine Creek, Pat Mayse and Texoma project offices located near Hugo, OK, Valliant, OK, Powderly, TX and Denison TX respectfully. Work generally consists of, but is not limited to, the addition of new self-supporting microwave towers, foundations and accessories with antennas and feed lines; the addition of new Radio/Generator Building and foundations; the installation of standby generator sets and accessories; the installation of new LP tanks and piping; the relocation of an existing LP tank and piping; the addition of secondary power service to the new Radio/Generator buildings; the addition of a 15kV primary service and pad-mounted transformer (Pine Creek only); the removal and relocation/stacking of existing guyed radio towers; and the removal and disposal of an existing radio building and associated equipment and materials. All work shall be in accordance with both the general specifications, site specific statements of work, and site plans/drawings incorporated in the solicitation package. In accordance with FAR 19.10, Small Business Competitiveness Demonstration Program, this project is Unrestricted. However, Small Businesses are not precluded from participating and are encouraged to submit a proposal. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $31 million. The magnitude of this project is estimated to be between $1,000,000 and $5,000,000. Contractor registration in the Governments Central Contractor Registry (CCR) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.ccr.gov. The solicitation package will be issued on or about June 17, 2008 with bids being due on or about July 17, 2008.
