- The Department of Commerce, National Oceanic and Atmospheric Administration Eastern Region Acquisition Division intends to issue a solicitation for a fixed price purchase order for vessel charter services in support of an Atlantic sturgeon research study in accordance with Federal Acquisition Regulation (FAR) Subpart 13. The Request for Quotations (RFQ) will be issued on May 30, 2008 via the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. The RFQ number will be EA133F-08-RQ-0607; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued as a small business set-aside. The North American Industrial Classification Code is 487210, and the small business size standard is $6.5 million. This purchase order will contain a one-year base period to begin on July 1, 2008 or the date of award, whichever is later and two one-year option periods. The scope of work includes 20 days of vessel charter service to be provided during the base period in order to capture pre-spawning adult Atlantic sturgeon migrating along the immediate coastline near the Delaware Bay. The RFQ contains specific information regarding gear that is required on board the vessel and technical qualifications of the vessel operator. All interested small businesses may submit a quote, which shall be considered by the Government. Any contract award resulting from this RFQ will be made to the responsible vendor whose conformance to the RFQ will be most advantageous to the government, price and other factors considered.
