Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Gulf of Farallones National Marine Sanctuary located in San Francisco, CA has a requirement for a contractor to provide visitor center naturalist services. Background:Marine Sanctuaries are administered by the Office of National Marine Sanctuaries within the National Oceanic and Atmospheric Administration (NOAA). The goal of the National Marine Sanctuary System is to protect and manage these marine resources through research, education, conservation and stewardship. The Gulf of the Farallones National Marine Sanctuary's main office and visitor center are located in San Francisco. Gulf of the Farallones National Marine Sanctuary encompasses 1,280 square miles of central and northern California coastal waters. In addition, to the Gulf of the Farallones National Marine Sanctuary, the Farallones sanctuary manages approximately 1,380 square miles of northern Monterey Bay National Marine Sanctuary. The Farallon sanctuary's educational activities must reflect the programs highest priority of long-term protection of ecosystems. Sanctuary educational efforts are focused on increasing the public's awareness, knowledge, and stewardship of marine life and cultural resources. The GFNMS requires a contractor that will perform the following tasks: 1. Staff the Visitor Center a minimum of two days a week, this includes greeting the public, interpreting the exhibits and answering questions from the public. The Visitor Center is open l0 am to 4 pm, Wednesday through Sunday. 2. Maintain and clean the Visitor Center exhibits, including several cold saltwater aquaria. 3. Maintain all necessary aquarium supplies and food for aquarium animals. Stock brochures and sanctuary materials. Maintenance and cleaning should be scheduled during closed hours. 4. Assist with exhibit updates and improvements, including exhibit concept, design, and fabrication. 5. Schedule school groups 6. Assist with the development and instruction of school group programs on week days 7. Advertise and lead monthly "Creature Feature" programs for the public on a weekend day. 8. Assist in the coordination of the Sanctuary's lecture series, interpretive trips, and outreach fairs and special events 9. Assist with the recruitment and training of Visitor Center volunteers 10. The contractor will meet at least once a month with all sanctuary education staff and once a week with the Visitor Center Manager. All educational programs developed under this contract will be the sole property of GFNMS, NOAA, Department of Commerce and US government. Individuals responding to this announcement MUST possess the following: • Experience in teaching and/or interpretation • Knowledge of the Gulf of the Farallones National Marine Sanctuary and marine issues • Knowledge of north central California coast natural history • Excellent communication skills with adults and children • Experience maintaining saltwater aquariums • Knowledge of computer applications including Microsoft Office and Fi1eMaker Pro • BS or BA degree in education, marine biology, environmental studies or a related field • Valid California Driver's License Preference Given to Naturalist Services with the following: • Experience working with multiple partners • Experience working with volunteers The government anticipates awarding to a contractor in San Francisco, CA or local commuting area. All work will take place on government property. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Only firms that can provide the services described herein will be considered. A fixed firm order will be issued with period of performance of twelve months from date of award and two option years.
