Description
The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Ron Smith and Associates, Inc. (RS&A), for latent print support services. The services shall include but are not limited to the collection, processing, and storage of datasets; ground-truthing features on latent exemplars; categorization of latent quality; latent and occasional tenprint comparisons, and human-machine-interface evaluations. The services to be performed require persons with a unique set of knowledge, skills, and abilities which are fundamental to the successful completion of the services. The project to be performed require the services of Certified Latent Print Examiners and the appropriate laboratory facilities to perform the functions required. RS&A is a Forensic Consulting, Training, and Management Services Company that is dedicated to providing quality forensic services around the world. RS&A currently offers a wide array of forensic services and increases their technical capabilities as they seek out and locate additional forensic experts on an as-needed basis to complement their staff. The latent print support services require experience in project management, sufficient field personnel at a variety of locations, high levels of technical expertise in latent print examination, and available laboratory facilities. The contract will be for a base year with four additional one-year options. Vendors able to meet this requirement are invited to identify their interest and capability by submitting a proposal to include technical capabilities, pricing, and any other information which shows a bona fide ability to meet this requirement within 45 days of this publication. If no affirmative responses are received within this time to determine that a comparable source more advantageous to the Government is available, negotiations will take place with RS&A on a sole-source basis.
