Description
The solicitation will be available from National Guard Bureau’s Business Opportunities Website for Electronic Business Solicitations (EBS) on-line at http://www.nationalguardcontracting.org/EBS/AdvertisedSolicitations.asp. All requests for solicitations shall go through the EBS site. Interested bidders are required to register on the EBS website to access/download the solicitation. Clicking on the solicitation number link will start the registration process. The solicitation, specifications, and associated information minus the plans will be available only from the EBS website. The plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. Interested bidders are required to register on the FedBizOpps website to access/download the plans and specifications. Registration information is available on the FedBizOpps homepage. DESCRIPTION OF WORK: Contractor shall provide all plant, labor, equipment, and materials required to perform construction in accordance with specifications and drawings. Base Bid: Work consists of alterations/renovations to two approximately 32,000 [SF] 1955-era B-25 hangars. Similar work is to be performed in each hangar to include: replacing hangar door heat coils and sill track system; repair and/or replace hangar, exterior and tug doors; installing 2-ton hoists; increasing size of men’s and women’s locker/showers/latrines; refurbishing office and shop areas; adding 480 volt and 400hz services; constructing interior electrical, vestibule room, and weapons vault (Hangar 11) rooms. The Base Bid also includes miscellaneous associated repair of exterior features, fire protection, mechanical and electrical upgrades and will involve lead and asbestos abatement in relation to the hangar work and the Additive Bid Items described below. A second element of the project is the construction of a Foam Generator Building, (approx. 1,300 SF pump-house), that will provide HEF to Hangar 11. Underground utility extensions will be required to support the electrical upgrades and the Foam Generator Building. Additive Bid Items (ABI) include, at Hangar 10, interior hangar bay painting; exterior hangar painting; construction of an approximately 1,000 SF shop area in the hangar bay; and the replacement of the hangar’s main roof. At Hangar 11 the ABI(s) include: interior hangar bay painting; exterior hangar painting; replacing hangar bay lighting; adding a unisex toilet; cleaning the oil-water separator and furnishing/installing a weapons vault gun rack. The subsequent award will be a Firm-Fixed-Price contract with a contract completion time of three hundred and sixty-five (365) calendar days from receipt of notice to proceed. All work to be done IAW applicable specifications and drawings. Specs and drawings shall be available with Invitation for Bid (IFB). The estimated project magnitude is between $5,000,000 and $10,000,000. This solicitation is unrestricted. Funds are presently not available for this project. The applicable North American Industry Classification Code (NAICS) for this solicitation is 236220. The Invitation for Bid will be issued on or about 20 June 2008. All responsive offers from responsible offerors will be considered. Interested bidders must be registered with Central Contractor Registration (CCR). CCR registration information can be accessed on-line at http://www.ccr.gov/. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. Date and information for Pre-Bid Conference/Site Visit will be posted with the IFB on or about 20 June 2008.
