- From June 2 through June 17 the point of contact for answering questions about this solicitation is Linda Williams at the FAA Northwest Mountain Region. The Federal Aviation Administration (FAA) Western Service Area is soliciting competitive proposals for Janitorial Services for the FAA Air Traffic Control Tower (ATCT) at the Municipal Airport in Everett, Washington. The Paine Field ATCT & Base building consists of a total of Approximately 5783 SF of total floor space. 2636 SF resides in the Base building, (1309 SF Mechanical floor space and 1327 SF of administrative floor space), 240 SF in the ATCT link, and 2907 SF in the ATCT (424 SF in the ATCT Cab, 955 SF of administrative space, 1528 SF of mechanical space and a fourteen (14) story stairwell). The award will have a Base Contract period of October 1, 2008 through September 30, 2009, with four (4) one (one) year option periods. Response to the solicitation is required by 6/18/08. The solicitation and any subsequent amendments are available only on-line at http://faaco.faa.gov/ Contractors must have an active registration within the Central Contracting Registration (CCR) before the contract award can be made. No phone requests for the Request for Offer (RFO), please. The FAA is not responsible for electronic or fax failure. All Offerors must attend the site visit for consideration of contract award. See section "B" or "L" of the RFO for site visit contact information. The estimated grand total price range for the contract service period of 5 years is $200,000 to $250,000. This acquisition is a 100% set aside for small business concerns. The North American Industry Classification System (NAICS) code is 561720 with a size standard of $15.0 million. See Contract clause 3.6.1-1 Notification of Competition Limited to Total Small Business Set-Aside (July 2006) in section "B" of the RFO. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
