Description
Sources sought to purchase an off-the-shelf Aviation Management software program that supports 5 aircraft, in two locations, that can be accessible by 30 employees. The major categories would include: Aircraft Maintenance, Flight Operations, Parts and Inventory, Quality Assurance, Reports, Scheduling and Training. The software needs to meet or address that following criteria: Aircraft Maintenance • Work orders with multiple discrepancies per work order with parts required list, ability to post parts, services and employee labor to specific discrepancies on a specific work order, move parts and labor from discrepancy to discrepancy and from work order to work order, track percent complete against an established work order, track parts order status by work order Flight Operations • Flight records • Track flight time and sorties from flight logs • Track total flying time with breakouts for category, type of aircraft, position flown and simulator times Parts and Inventory • Inventory tracking for consumable, rotable and standard parts • Shelf life limits • Serial number reporting on rotables and time on life limited parts • Min/max level assignments to include reorder reporting • Ability to purchase and receive parts and import and export information into Contractor ORACLE financials Quality Assurance • Maintenance forecast tracking • Summarized list of maintenance coming due for a certain period • Aircraft and engine hours, landings and cycles • Weight and balance system Reports • Ability to run reports on selected Performance Indicators as directed by upper management • Ability to interface with Federal Aviation Interactive Reporting System (FAIRS) to do a batch update as required • Work orders with detailed information for each discrepancy with labor, parts and services totals for each discrepancy • Summary reports by tail number • Ability to run query and select labor range or parts cost range to limit displayed results • Monthly trip summary • Pilot hours Scheduling • Based on training requirements and qualifications identify the best crew for each mission • Ability to set up an annual schedule to include training, employee time off, flights and maintenance down days • Ability to track schedule completion with any deviations • Maintenance scheduler capability with interface to overlay previously entered projected maintenance or scheduled asset use, employee vacation time and highlight schedule conflicts Training • Track training iterations and indicate the remaining due in a specific period • Track calendar requirements with 30, 60, 90 day due flags • Track and compute flight check due dates • Retain individual personnel information such as A&P number • Training records to include skill of craft, specialized training, Contractor required individual training, etc. • Track and display employee qualifications or special skills to assist in job assignment Technical Requirements • Must be accessible to Contractor's users using Active Directory network • Standard Windows XP desktop software and hardware components - we will be moving to Windows Vista in the near future so that needs to be supported as well • Microsoft Internet Explorer 6.0 or greater • Must be a web based application rather than a client server application that requires components installed on the desktop • Application and database must be installed onsite, not a hosted application • If required, the application needs to work with the Exchange and Active Directory environments - user authentication should use Lightweight Directory Access Protocol (LDAP) • Ability to import and export data to personal productivity tools - Microsoft Word, Microsoft Excel, Crystal, Adobe, etc. • The Application Server operating system needs to be either Windows 2003 Enterprise server or Red Hat Linux 4 server • Oracle or SqlServer database standard - Oracle should reside on Red Hat Linux 4 server and SqlServer should reside on Windows 2003 Enterprise server • Must have a US based support • The application's current release level must be used by other clients as a production release • Be able to provide a description on future technical directions intended for the next release and beyond, including why each technology is being pursued as part of the proposed system • Be able to provide the software company's Capability Maturity Model Integration (CMMI) level Interested Parties are to provide literature demonstrating that the software can meet the above requirements. Also provide a Rough Order Magnitude estimate.
