- NASA/MSFC plans to issue a Invitation for Bids (IFB) for Construct Modificationsto Test Stand 4550PROJECT DESCRIPTION: This project consists of providing the labor, equipment, andmaterials to upgrade the electrical power and distribution system, and minor additions tofire detection and lighting systems of test stand 4550. This facility upgrade willrequire demolition of existing transformers, busway, panelboards, switches, buswayframing, concrete pad and fence. Construction will include installation of new mediumvoltage switchgear, unit substation, central battery inverter, busways, conduits,panelboards, receptacles, lighting fixtures, and fire detection/alarm devices.The order of magnitude for the procurement is between $1-5M and the effort shall becompleted within 290 calendar days after notice to proceed.The NAICS Code and small business size standard for this procurement are 236210 and 31M,respectively. The anticipated release date of the IFB is on or about June 16, 2008 with an anticipatedoffer closing date of on or about July 17, 2008.The firm date for receipt of bids or proposals will be stated in the IFB. All drawingsrequested must be in writing and contain the Company Name, Address, and Phone/Faxnumbers. Request for IFB drawings should be made to the below listed personnel. Safetyrecords of the prime contractor and subcontractor will be a consideration at award timeand the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0 orless and proof included within the bid package. The prime subcontractors EMR ratingshall be no more than 1.1. Requests for IFB drawings will not be accepted less than 10days prior to bid opening. Award of this project is contingent upon the availability of funds.Drawings will only be available from the points of contact listed below.All responsible sources may submit a bid which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any amendments related to this procurement [with the exception ofthe specifications and drawings] will be available over the Internet. These documentswill reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browserapplication. The Internet site, or URL, for the NASA/MSFC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the URLs linked below.(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, SiteInvestigations and Conditions Affecting the Work, will be included in any contractawarded as a result of the solicitation. Accordingly, offerors or quoters are urged andexpected to inspect the site where the work will be performed.(The solicitation will contain instructions to arrange a site visit.)All contractual and technical questions must be submitted in writing.
