Description
The CECOM LCMC Acquisition Center Washington is seeking sources on behalf of the US Army RDECOM (Research Development and Engineering Command), CERDEC (Communications, Electronic Research, Development and Engineering Command), C2D(Command & Control Directorate), Army Power Division, Power Generation Branch, Fort Belvoir, VA and in support of the Project Manager-Mobile Electric Power, for commercial & military intelligent power management and distribution systems. The CERDEC Power Generation Branch is searching for a new family of power distribution equipment capable of transmitting electrical power between military power generating sources (see http://www.pm-mep.army.mil/for specs) and power consuming equipment. The desired intelligent power management and distribution system must, at a minimum, distribute power from central power source(s) and be man-portable. In addition the intelligent power management and distribution system must operate in climatic conditions of 40 degrees to 140 degrees Fahrenheit, rain, humidity, salt spray, sand and dust, and fungus. It must be rugged enough to support field use, must be designed to be used with one and three phase generator sets rated at 120/208 VAC, 120/240 VAC, 50/60 Hz and 5 to 200 kW. The intelligent power management and distribution system will be used to form a consolidated power network where the cable distance from generator set to load will be limited to 300 feet. In particular, the intelligent power management and distribution system must be capable of the functionality contained within the Armys current Power Distribution Illumination Systems Electrical (PDISE) (specifications can be found at http://www.pm-mep.army.mil/technicaldata/pdise.htm) at a minimum. In addition, the intelligent power management and distribution system will be capable of automatic load balancing across the three phases of the input source and increased safety features to enable indication of improper grounding, and the ability to remove and replace cables without the risk of arching. The CERDEC Power Generation Branch is interested in obtaining white papers, not exceeding 10 pages in length, describing the contractors experience in design, development, fabrication, and testing of their power distribution systems, detailed specifications of their power distribution systems and organizational capabilities. In addition, the CERDEC is interested in obtaining a Rough Order of Magnitude (ROM) for Non-Recurring Engineering costs (Research & Development) as well as a unit cost (Procurement) for potential future government research & development contracts and procurements of intelligent power management and distribution systems containing the above mentioned functionalities. The data received in response to this RFI is for information purposes only and does not mandate or impose requirements. It is desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. All responses to this market research shall be submitted no later than 14 July 2008. Extensions will not be granted due to time restrictions.
