- Description
- The National Institute of Standards and Technology (NIST) has a requirement for architect and engineering services (A/E) for our nano-fabrication facility located at the Gaithersburg, Maryland campus. It is anticipated that this Indefinite Delivery Indefinite Quantity Task Order contract will have a 12-month period of performance with renewal options for 4 additional 12-month periods. A firm-fixed-price will be negotiated for each task order. The contract will have a $4,000 minimum (over the life of the contract) and a $4,500,000 maximum (over of the life of the contract). The NAICS is $541330. This requirement is NOT set aside and is being solicited as a full and open requirement under Part 36 of the Federal Acquisition Regulations. Specific criteria being sought are: 1.The ability to design and prepare construction/renovation documents for an operating 19,000SF clean room, (8,000SF of which is a Class 100/ISO5). 2.The ability to prepare conceptual construction cost estimates for a 19,000SF clean room (8,000SF of which is a Class 100/ISO5). 3.The ability to provide engineering calculations for operational limits for a 19,000SF clean room (8,000SF of which is a Class 100/ISO5) so as to add new equipment. 4.The ability to assist in specifying nano-fabrication equipment within the facility constraints. 5.Experience and successful past performance with nano fabrication facilities larger than 10,000SF that include e-beam and optical lithography. 6.Experience of in-house designers of designing renovations/expansions of operating nano-fabrication facilities in Class 100 (or better) clean rooms. 7.Experience and expertise in the installation of multi-precursor atomic layer deposition tools, advanced plasma etchers systems, acid and solvent enclosures, toxic gas cabinet and valve manifold box (VMB) installation, toxic and pyrophoric high purity gas piping (silicon tetrachloride (SiC14), hydrogen bromide (HBr), tri-methyl aluminum (TMA)), orbital welding for coaxial piping, toxic gas monitoring system design, design of ultra large scale integration de-ionized (ULSI DI) water systems and liquid nitrogen distribution systems. There are no distance restrictions to the NIST, Gaithersburg, Maryland campus imposed on this A/E requirement. Interested organizations that believe they possess the capabilities necessary to undertake this project should submit electronic copies in addition to four (4) hard copies of their capability statement (Standard Form 330), addressing the criteria identified above. Please limit responses to fifteen (15) pages or less. Any proprietary information should be so marked. Written capability statement should be received by the Contracting Officer no later than 3:00pm, June 24, 2008.
