- NASA/JSC has a requirement for laboratory equivalent chemcam spectrometers.See attached Statement of Work at: http://procurement.jsc.nasa.gov/nnj08251346r/SOW_Ocean_Optics_Spectrometers.doc NASA/JSC intends to purchase the items from Ocean Optics.The ChemCam instrument consists of two parts-(1) a spectrometer to provide detail aboutthe minerals and microstructure in the rocks and (2) a laser which will be fired toanalyze the elemental composition of vaporized materials. As a mission requirement, aground-based flight-equivalent ChemCam is required to conduct initial tests andcalibration before the Mission is deemed flight ready. Ocean Optic spectrometers are theequivalent of the flight instrument spectrometers, which is required by the MarsExplorations Program for pre-flight testing. Ocean Optics is the only known source thatcan meet these technical requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 12, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
