Description
Notice of Intent to award to 8(A) 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, intends to award a brand name only commercial purchase order in accordance with FAR Parts 12 & 13. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14, 22 Nov 06. The North America Industry Classification System Code [NAICS] is 423450 and the size standard is 500 employees. The government intends to award a name brand commercial delivery order to Goldbelt Raven LLC, using the existing ARMEC (Army Research Medical Equipment and Consumables) contract. The requirement is to purchase: 1 each FF450+R / W-Table, 1 each Visupac 481 W ZK-5&F2018, 1 each Review 4.2/Node Lock License and 1 each Gold Plan No PM Zeiss Visupac. These items will require identification adhering to DFARS 252.211-7003 (http://farsite.hill.af.mil). The justification for the brand name requirement is as follows: a. The Ophthalmology clinic has a requirement for a new Fundus camera in order to provide faster quality treatment to our patients with glaucoma, vitreous hemorrhage, retinal disease, retinal detachment, macular disease, retinal vascular occlusion, and optic nerve disease. Carl Zeiss Meditec designs and manufactures the combo camera system. After extensive research of available cameras it was clear that Zeiss represented the latest technology on the commercial market. The Zeiss FF450 Fundus Camera has outstanding optical components and operating convenience for both observation and documentation. The highly corrected optical system of the universal 3-angle camera, reveals even the finest structures in a new light-an absolute must for reliable diagnosis. Carl Zeiss is the only maker of this camera system. The camera system interfaces with the nine existing Zeiss diagnostic machines already located in the ophthalmology clinic. When ophthalmology diagnostic equipment interfaces with other machines the very best diagnosis is rendered because those machines are talking to one another. In order to increase our current patient load well into the future, the Zeiss camera system offers the only viable tool to meet government needs. b. The manufacturer (Carl Zeiss attn:Mr. Guy Shultz 925-486-7473) states that no other camera system would work with existing equipment in the clinic. The requiring activity has performed market research and looked at three other camera systems. The Canon CR-DGi, the Topcon TRC 50 EX and the Nidek 3 DX. None of the cameras researched will interface with equipment already used in the clinic. To do that the camera would need its own equipment. If bought this equipment would increase new expenditures well over $100,000.00 The Zeiss camera has been thoroughly researched by our physicians for familiarity and interfacing capabilities. c. The commonality between the new Zeiss camera system and the existing equipment and doctors familiarity with Zeiss camera systems made it the first choice to meet the governments needs. It met all requirements that the physicians were looking for. The clinic will permanently save time and money by purchasing the Zeiss camera for its interfacing capabilities alone. Also Carl Zeiss service staff would service all machines manufactured by them with factory trained service reps. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
