Description
Sources Sought THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. The General Services Administration (GSA), Federal Acquisition Service (FAS) is issuing this sources sought as a market research tool to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The information received from this announcement will be used for planning purposes only. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis The GSA, FAS, Office of Customer Accounts and Research (QCOA) has issued this notice to determine how many sources there are that can provide market studies. research and analysis along with supporting data with significant expertise and understanding of State and Local Governments and the GSA programs with state and local purchasing authority. The areas of expertise include, but are not limited to, comprehensive understanding of the unique needs, requirements, issues of state and local governments including purchasing policy, regulations, legislative, budget, buying practices, collaborative processes, current and planned relationships with GSA, and market research, evaluation, case studies and recommendations. The primary goal of this requirement is to improve understanding of State and Local customers and markets and to develop strategies and recommendations including determination of market size, and segmentation by sales potential over the next 5 years to reach those customers and further develop business relationships. For the purpose of this sources sought the GSA is specifically interested in developing partnerships with state and local governments in the following program areas: 1. Cooperative Purchasing for Information Technology 2. Disaster Recovery Purchasing Program 3. Total Solutions for Law Enforcement, Security, Facilities Management, Fire, Rescue, Special Purpose Clothing, Marine Craft and Emergency Disaster Response A Contractor may be needed possessing the qualifications and skills in this sources sought with commitment, expertise, and experience in conceptualizing, organizing, and conducting high quality research and evaluations under stringent time constraints. Specific tasks required may include, but are not necessarily limited to: (1) Determination of State and Local Market Size by Programs areas, (2) Segmentation of Markets by Program areas clustered for program planning purposes and strategy development; (3) Recommended strategies for targeting the segments for growth ; (4) Innovative and actionable tasks to reach these target market segments; (5) Customer issues and recommended solutions; (6) Cost-effective recommendations for enhanced outreach and awareness strategy; (7) Methods and approaches to program monitoring. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The GSA will not accept unsolicited proposals related to the subject of this announcement. Instructions regarding submission of capabilities statements are contained herein. The anticipated timeline of events including our Market Research is as follows: 1. Sources Sought (May 29, 2008 through June 6, 2008) 2. Issue RFP (June 18, 2008) 3. Make Award (July 1, 2008) 4. Study and Reports by Contractor (July 2, 2008 through August 22, 2008) Please respond to the contracting officer identified in this announcement no later than June 6, 2008 with the following information: A. Information and Capability Statement describing the organization/company’s current capabilities that are directly relevant to the above types of requirements (should not be more than 20 pages). B. Description of each similar project completed by your organization/company as a prime Contractor or as a significant Subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of the project (c) contract type used on the project (e.g., firm-fixed price, labor-hour, time-and-materials, cost plus-fixed fee, cost-plus-award-fee and cost plus-incentives-fee, etc); (d) indication of how long the project took to complete from start to finish; and (e) name, address, point of contact and phone number of the customer organization for which the work was done C. Central Contractor Registry (CCR) information. D. GSA Schedule information (if applicable). E. If you are currently working for the Federal Government please send us a listing of current contract information that includes: Contract Number; Customer Organization; Contracting Officer name, email and phone; Brief description of services being performed; F. Current socio-economic status of your company as it relates to North American Industrial Classification System (NAICS) 541613, Marketing Consulting Services for which the size standard is $6.5 million, or 541611, Administrative Management and General Management Consulting Services for which the size standard is $6.5 million.
