- Description of Work: Project involves the site preparation and construction of a permanent, non-combustible, sprinklered General Purpose Warehouse (GPW) of approximately165,000 square feet, with 20-foot clear stacking height, weather sealed truck doors, loading/unloading docks with dock levelers, connection to all utilities, and paved roadways and hardstand aprons. This facility will be configured for a Consolidation, Containerization, and Palletization (CCP) operation. This project will include an Administrative Annex of 1,325 square feet and a Utilities Annex of 1,250 square feet. Mechanized computerized material handling and sortation systems shall be installed in the warehouse. Standalone scissor lift equipment capable of handling 10,000 lb. Air Lines of Communication (ALOC) pallets will be installed in the warehouse. Total authorized area is 167,575 square feet. The following major functional Information Technology areas are included in this project: Telecommunications Distribution LAN/WAN Infrastructure, Radio Frequency (RF) wireless communication, single mode fiber optic cable, CAT 6 cable, and communication cabinets. Options will be included in the solicitation. This project will be solicited and procured using an unrestricted basis Performance Price Trade-off Procedure as outlined in the Federal Acquisition Regulation (FAR) 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offeror’s best technical proposal and best price. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. TECHNICAL FACTORS are: FACTOR 1-1 Corporate Relevant Specialized Experience, FACTOR 1-2 Offeror Past Performance, FACTOR 1-3 Material Handling Equipment Systems, and FACTOR 1-4 Management Effectiveness. FACTOR 1-1, FACTOR 1-2, and FACTOR 1-3 are equal and more important than FACTOR 1-4. The estimated magnitude of this project is between $10,000,000 and $25,000,000. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the “Business Opportunity Development Reform Act of 1988” (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about 15 June 2008. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
