N00164-08-R-GS10 - Rechargeable Battery Test System FSC 6625 - NAICS 334515Issue Date 28 MAY 08 - Closing Date - 13 JUN 08 - Time 2:00 PM EDTThis solicitation is being posted to both the Federal Business Opportunities (FBO) page located at https://fedbizopps.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 12 and FAR 13. Solicitation Number N00164-08-R-GS10 is hereby issued as an attachment hereto. The Government has a requirement for a rechargeable battery test system. The unit shall be able to charge and discharge up to 24 batteries or cells of 80 volts or less. The system shall be capable of charging and discharging 24 cells or batteries simultaneously and independently of each other (here after the test object shall be termed battery). In addition, the system shall be able to monitor the up to 16 auxiliary voltages and 8 thermistors per each channel and be able to control pack operation based upon these inputs. The system shall also be able to provide 8 digital outputs per channel to control user supplied test equipment relays. This test system must consist of 24 independent controlled channels, with each channel having a dedicated micro controller. Each channel shall be able to be software configured, capable of providing a maximum charge/discharge current of + 50 Amp over a range of 0 to 80 Vdc and a maximum current of 50 Amperes (A). This procurement will be negotiated on a competitive, commercial basis in accordance with FAR 6.1, Full and Open Competition. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
