Description
This is a combined synopsis/solicitation for commercial items in accordance with Subparts 12.6 and 13.5 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested; a written solicitation shall not be issued. The National Oceanic & Atmospheric Administration (NOAA), a bureau of the U.S. Department of Commerce, is interested in procuring hull painting mounting services for the Navigation Services Division. A Statement of Work is set forth below. The resulting purchase order shall be awarded on a firm fixed price basis. The Government may award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government. Quotes will be evaluated based on the factors set forth below. The factors, although relatively equal, are listed in order of importance. • Approach - The likelihood of effectively meeting requirements • Past Performance - The relevance and quality of prior performance • Price - The amount, realism, balance, and consistency of the evaluated price. The evaluation will be based on use of an adjectival scheme as follows: • Outstanding (O) - Conspicuously striking in eminence • Excellent (E) - Very good of its kind; eminently good, superior or first class • Good (G) - Beneficial and worthwhile; sound and valid • Adequate (A) - Reasonably sufficient and suitable • Marginal (M) - Minimally suitable at the lower limit • Unsatisfactory (U) - Not acceptable, not adequate to carry out The Government estimates that approximately $17,000.00 will be required for this work. The North American Industry Classification System (NAICS) code for this Request for Quotation is 336611, Ship Building and Repair. The North American Industry Classification System (NAICS) code cited in this Request for Quotation is for internal business size stratification purposes only and is not meant to restrict this procurement to small businesses. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-25. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which shall be most advantageous to the Government, price and other factors considered. FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there are no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors shall be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Catherine Perren, NOAA Acquisition Division, 1305 East West Highway, Room 7141, Silver Spring MD 20910, to be received no later than 12:00 noon EST, June 10, 2008. Responses may be faxed to 301-713-0806 or emailed to Catherine.a.perren@noaa.gov. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
