- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the request for quote for the required items under RFQ N00189-08-T-0325. A subsequent solicitation document will not be issued. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 531120 and the Small Business Standard is $6.5M. This will be a Total Small Business Set-Aside. The Fleet and Industrial Supply Center, Norfolk requests responses from qualified, responsible sources capable of providing four (4) training rooms to conduct Navy ERP training. Rooms must meet the specifications in the below Statement of Work (SOW). All clauses shall be incorporated by reference in the order. Quoters must be registered in the Central Contractor registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. Alternate A (Nov 2003)252.212-7001 Contract Terms and Conditions Required To Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (APR 2007) All quotes shall include: (1) price for the CLIN listed in the attached schedule;(2) written information on the location and description of the facilities you will provide to meet the requirements set forth in this synopsis/solicitation; (3) a point of contact, name / phone number / email, business size, and payment terms (4) and remittance address, Tax I.D. #, Duns #, and Cage Code. This is a firm fixed priced order and award will be made utilizing the Simplified Acquisition Procedures under FAR Part 13. The Government intends to make a single award to the lowest price, responsive, responsible vendor. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. Each response must clearly indicate the capability of the quoter to meet all requirements. This announcement will close on 4 June 2008 at 12:00 PM. Statement of Work 1.DESCRIPTION/SCOPE/OBJECTIVE Provide a training facility to conduct Navy ERP training for employees in the Hampton Roads commuting area during the months of August and September. 2.STATEMENT OF WORK Contractor shall provide four (4) training rooms complete with desktop computers that comply with IT requirements specified herein., for a minimum of 12 students, plus one (1) computer for the instructor that is connected to a multimedia projector in each training room. Qualified support personnel shall be on-call to assist the trainer/instructor within fifteen (15) minutes if there is any computer hardware / software issues or facility problems during the course of the training day. System tests, by the Contractor and Government, will be accomplished during the week prior to start of the first scheduled class date. 3.PERIOD OF PERFORMANCE Training rooms will be required from August 11, 2008 through September 30, 2008 with the exception of September 1, 2008 for the Federal Holiday. Access to the training rooms will be required Monday through Friday during the hours of 7:00 am to 5:00 pm. 4.PLACE OF PERFORMANCE/LOCATION OF WORK Training facility must be located within a twenty (20) mile commuting distance of the Norfolk Naval Base, Little Creek Naval Amphibious Base, and the Oceana Naval Air Station for easy access by FISC Norfolk employees in the Hampton Roads area. Facility must have ample parking located adjacent to the building in which training is to be conducted. Facility must be handicapped accessible. Food service establishments must be available within a 3 mile drive of the facility. Training rooms must be able to be secured during lunch time. 5.SPECIAL REQUIREMENTS/INSTRUCTIONS/CONSIDERATIONS A pre-award site visit may be conducted by the Government to inspect the training site and confirm compliance with the facility and IT requirements.
