- Design/Build of a new 351-member, 53,094 square foot 2-story Armed Forces Reserve Center (AFRC), 8,412 square foot Vehicle Maintenance Shop (VMS), a 26,531 square foot Heated Storage Building, and 2 Unheated Storage Buildings totaling 7,000 square feet located at Bucks County, Bristol, Pennsylvania. Demolition of two existing buildings with a total footprint of approximately 39,049 square feet, paving and underground utilities are also included in the project. Buildings will be out of permanent construction with reinforced concrete foundations, concrete floor slab, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Access for the disabled will be provided. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive building and furnishings related to interior design services are required. Air conditioning estimated at 253 tons. Contract duration is 700 days. The estimated price range is between $10,000,000.00 and $25,000,000.00. Offerors are under no obligation to approach this ceiling. The 10% Hubzone preference applies to this full and open procurement. This is a single phase best value procurement. All evaluation factors, other than cost or price, when combined, are equal to cost or price. Proposals will be evaluated based on the following factors: Prime Contractor Experience, Design Contractor Experience, Prime Contractor Past Performance, Design Contractor Past Performance and Technical Approach. Price is an evaluation factor. Pro Forma Information required is Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses, Bonding Information, and Financial Capabilities.
