- Contractor shall provide the services and materials needed to conduct an on-line sale of non-excess personal property located at the Rock Island Arsenal Joint Manufacturing and Technology Center, Rock Island, IL. The equipment is a wide variety of industrial equipment ranging from 10-50 years old. The equipment consists of approximately 290 machines and 38 lots of circuit breakers and control components. A complete listing will be provided with the solicitation. All potential quoters are required to participate in a pre-bid conference. The date and time of the pre-bid conference will be provided in the solicitation. Failure to participate in the pre-bid conference will make your quote non-responsive and ineligible for award. This contract and sale shall be at no cost to the Government. The contractor shall derive payment from a percentage of the gross proceeds/revenues generated by the sale. Contractors shall demonstrate at least five years of experience in conventional (on-site) and Internet (on-line) sales similar in size and scope to this sale. At least two years of on-line sales must be in the two years directly preceding the date of this solicitation. Contractors shall be certified and accredited by the Machine Dealers National Association (MDNA) and the Association of Machinery and Equipment Appraisers (AMEA). The contractor must be licensed, bonded and insured. Award will be made the qualified, responsive, responsible quoter whose offer will result in the highest revenue for the Government.
