Description
SOURCES are SOUGHT for a parts cleaning system for the purpose of cleaning the various components of torpedo propulsion sections. These torpedo propulsion sections are KNOWN to be contaminated with varying (usually small) amounts of Otto Fuel and HCN. See Requirements below for specifications.Responses to this notice must be received by 9 June 2008. The Government would like to start the evaluation period the following week (16 June 2008). This notice is for information and planning purposes only; it does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. Firms responding to this notice should state whether they are, or are not, a small business concern, a service-disabled veteran owned small business, or a HUBZone business concern as defined in FAR 52.219-1 for NAICS Code 334516, small business size standard 500 employees. The Navy reserves the right to consider a small business set-aside based on responses hereto. The Government will neither award a contract solely on the basis of this Sources Sought Notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. RequirementsThe system shall be comprised of three elements, specified below. The entire system shall be provided to NUWC Keyport (FOB NUWC Keyport Building 514) for a 30 day evaluation at no charge to the government. The supplier shall allow testing of additional products requested by NUWC Keyport, if such testing can be accomplished during the specified 30 day evaluation period. The systems must be safe for use with flammable solvents (comparable to mineral spirits). Acceptable test results is not a guarantee of purchase, as alternative cleaning methods being also investigated may better meet NUWC Keyport needs. NUWC Keyport reserves the right to share or publish test results with other DOD parties.1. An ultrasonic aqueous cleaning unit, with cleaning tank internal dimensions sufficient to clean a part 26 long by 21 wide x 18 high (deep). The unit must be capable of removing baked-on carbon deposits from cavities within 6 of the transducer, using ultrasonic energy transmitted through the cleaning solution into those cavities. It must remove the carbon buildup, lubricants, and other contaminants from the cylinder barrel, motor housing, driveshaft, and accessories without damaging these items. This unit must separate the majority of the lubricants and contaminants from the cleaning medium, sufficient for multiple re-uses of the cleaning medium. It shall be a stand-alone unit, able to work independently of the other elements of the system; and sufficiently automated to allow load and forget operation. The equipment and cleaning solution must NOT damage the torpedo parts (anodized aluminum, molybdenum, and various steels, coppers, and brasses). This unit must fit inside a 7 wide x 4 deep x 6 high volume; and have an operating noise level of less than 75 db.2. An air-operated solvent agitation cleaning unit, with cleaning tank internal dimensions sufficient to clean a part 30 long by 12 wide x 12 high (deep). This shall be a stand-alone unit, able to work independently of the other elements of the system; and sufficiently automated to allow load and forget operation. This unit and solvent solution must NOT damage the torpedo parts (anodized aluminum, molybdenum, and various steels, coppers, and brasses). Solvent must be usable for multiple cleanings, and must be readily disposable as a flammable hazardous waste. This unit must fit inside a 4 wide x 3 deep x 6 high volume; and have an operating noise level of less than 75 db.3. The supplier shall provide and dispose of all cleaning solutions and associated and collected wastes. Supplier shall indemnify and hold harmless NUWC Keyport and its employees 100% for any fines or costs associated with incorrect or unlawful disposal of all wastes from this system, both hazardous and non-hazardous. The system shall include the supplier providing and using their recommended cleaning solutions (if those are approved by the Navy and NUWC Keyport) or providing and using the cleaning agents specified by the Navy or NUWC Keyport (at NUWC Keyports sole discretion). Supplier shall provide copies of MSDS sheets of all agents used in the cleaning system, for review and approval for use by NUWC Keyport before the products are brought on-station. The supplier shall collect, remove, and dispose of all wastes generated by the first two elements of the system. The supplier shall provide appropriate handling, care, and documentation through all aspects of the process, to the satisfaction of NUWC Keyport
