- This is a notice of sole source intent by the Louisville District Corps of Engineers, to modify contract no. W912QR-07-C0007 with Hi-Way Paving, Inc. for Airfield Runway Upgrade at Johnstown-Cambria Airport, Johnstown, Pennsylvania. This proposed contract modification is an out of scope modification to Hi-Way Pavings contract that was awarded in March 2007 with expected completion of June 2008. The turn around addition (7,100 square yards of runway paving) must be completed by August 2008 to meet mission training requirements. The turn around pad for the 171st ARW (Air Refueling Wing) will allow the Johnstown Cambria County airport to be an alternate operating location (AOL) for the 171st ARW Alert Mission. Units located within the vicinity will not be able to air deploy unit equipment and supplies for mobilization and/or emergency relief operations until the turn around addition is completed. It is in the best interest of the government to modify Hi-Way Pavings on-going contract (90% complete), so that the turnaround addition may be fully coordinated by the prime on-site general contractor to avoid safety issues, possible contract claims from two contractors, warranty support and turn over delays. This announcement is in accordance with FAR 6.302-1, for Other Than Full & Open Competition. This notice is not a request for offers. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.
