- The Contracting Center of Excellence (CCE) on behalf of the The U.S. Armys Installation Management Command (IMCOM) intends to award a Sole Source Contract to Quantum Performance Group, Inc., 3336 Fallbrook Park, Canandaigua, NY 14424-2306. The U.S. Armys Installation Management Command (IMCOM) requires consulting and subject matter expertise deployment support of its Army Communities of Excellence (ACOE) Program, and curriculum experts to customize IMCOM-specific ACOE assessments and Programs of Instruction (POI) for key ACOE roles. The Contractor shall provide services to the ACOE program in the following areas: a. Staff Coaching/Mentoring, Development, and Framework Development. b. Development of ACOE FY 2009 cycle evaluation criteria for qualification board utilizing FY 2008 Organization Self Assessment data and tool and to Utilize innovative and statistically valid site visit simulation techniques and award board standards. Expected performance outcomes : feedback reports to ACOE contenders, region, and HQ leaders, and Program Development to assist garrison leaders in developing action plans for continued cycles of refinement. c. Customize and deliver Curriculum and Continuing Education, Examiner Training, Executive Briefings, Continuous Improvement, Feedback and Boarding of the ACOE Award process including ACOE Judging, production of final performance improvement feedback reports, and the customization and improvement of management systems assessments at the garrison, region, and headquarters levels. Period of Performance. The period of performance is 6 months from date of award. The Government intends to solicit and negotiate the required services with only one source IAW with FAR, Part 8.405-6. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements of no more than 10 pages received by 10:00 a.m., 2 June 2008. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
