Description
The U.S. Coast Guard intends to issue a solicitation for a firm fixed contract on a sole source basis to Kobelco Eagle Marine, Inc. under the authority of 10 USC 2304 (a)(1) FAR 6.302-1, only one responsible source and no other supplies or services will the satisfy agency requirements. The acquisition is for twenty (20) each 47-gallon drums of ST-77 lubricant biodegradable oil needed for the USCGC HOLLYHOCK (WLB 214). At this time, this contractor is the only know supplier that can provide this product (or equivalent) in the timeframe needed. Equivalent biodegradable oils must provide the following: (a) an MSDS which indicates that there are no harmful chemicals in the oil; (b) the oil must not cause swelling of the nitrite seals of the CPP system for temperatures of 32 – 140 degree F; (c) viscosity must be between VG 46 and VG 77 (viscosity in cST at 40 degree C).; (d) the oil must not have any compatibility problems such as jelling or other chemical reaction with the exiting fluid which is Mobil DTE 15M; and (e) the oil must disperse in water and not produce a film or sheen on the surface. The product must be delivered to the Contractor’s dry dock facility (not yet determined) no later than 18 June 2008. The NAICS Code is 325998. The small business size standard is less than 500 employees. All responsible sources are encouraged to identify their interest and capability to respond to this requirement. THE INTENT OF THIS NOTICE IS TO CONFIRM IF THERE ARE ANY OTHER COMPANIES CAPABLE OF PROVIDING THIS PRODUCT OR IT’S EQUIVALENT IN THE TIMEFRAME NEEDED. IN THE ABSENCE OF RESPONSE FROM ANY FIRMS THAT BELIEVE THEY HAVE THE CAPABILITY TO PERFORM THIS REQUIREMENT, THE US COAST GUARD INTENDS TO PROCURE THE PRODUCT FROM KOBEL EAGLE MARINE, INC. FOR THE REQUIREMENT. NO OTHER NOTICE WILL BE PUBLISHED UNTIL AWARD IS MADE. In addition, the U.S. Coast Guard is seeking in accordance with FAR 19.1305, if your firm is HUBZone certified or FAR 19.1404 if you firm is SDVOSB and intends to submit an offer on this acquisition, please respond by e-mail to: jenifer.m.bordelon@uscg.mil or by fax (757) 628-4676. Contractors are reminded that should this acquisition become a HUBZone set aside, SDVOSB Small Business or Small Business set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside or 52.214-6, will apply, which requires that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required no later than 2:00 pm (local time) on May 28, 2008. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-owned Small Business set aside. Failure to submit all information requested may result in a small business set-aside. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at: http://www.fbo.gov.
