Description
The Space and Naval Warfare SystemsCommand (SPAWAR), on behalf of the Program Executive Office (PEO) International Command, Control, Communications, Computers and Intelligence (C4I) Integration Programs (PMW 740), intends to issue a Competitive Small Business Set- Aside Request for Proposal (RFP) for the procurement and installation of Maritime Surveillance Systems (MSS) and Command and Control Centers (CCC) in various foreign nations, such as, but not limited to: the Republic of the Philippines, Republic of Iraq, Republic of Bulgaria, and the North African countries of, but not limited to, Peoples Democratic Republic of Algeria, Republic of Chad, Kingdom of Morocco, Republic of Senegal, Tunisian Republic and Federal Republic of Nigeria. Required effort will include the engineering experience and capabilities required to integrate and test the installed MSS. Contractors will be required to provide efforts such as, but not limited to, systems engineering, minor construction, test and evaluation, logistics support, training support, program management, and follow-on technical engineering support to existing MSS requirements. This effort may be supported with the following, but not limted to, funding sources: Foreign Military Sales (FMS), Foreign Military Financing Program (FMFP) and Section 1206. The award(s) will be made competitively and will be a Multiple- Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. Award of the IDIQ contract(s) is planned for September 2008, with a basic ordering period of approximately three (3) years with one (1) optional two-year ordering period. SPAWAR may award two or more IDIQ contracts for this requirement. It is anticipated that two to four Delivery Orders (DOs) will be awarded at time of IDIQ award. Based upon emergent requirements, the Government reserves the right to increase the Level-of-Effort (LOE) by 20% with no change to the overall period of performance for the basic contract. This pre-solicitation notice is provided for information only and is not a Request for Proposal. This synopsis does not constitute an invitation for bid or Request for Proposal, and is not to be construed as a commitment by the Government to issue a contract or order. The Government will not pay for any effort expended in response to this.
